【摘要】 胡锦涛同志在党的十七大报告中指出：“深化国有企业公司制股份制改革,健全现代企业制度,优化国有经济布局和结构,增强国有经济活力、控制力、影响力。深化垄断行业改革,引入竞争机制,加强政府监管和社会监督。加快建设国有资本经营预算制度。完善各类国有资产管理体制和制度。”‘随着国企改革的不断深化,国有资产营运体制改革成功的关键在于制度创新。在新的历史条件下提高国有资产的建设科学化水平,必须坚持用制度管权管事管人管物,不断推进国有资产的建设制度化、规范化、程序化。改革开放30年来,国民经济发展历程告诉我们,必须始终把制度建设、制度创新贯穿国有资产的组织建设、经营建设、管理建设、监督建设和反腐倡廉建设之中,坚持突出重点、整体推进,继承传统、大胆创新,构建内容协调、程序严密、配套完备、有效管用的制度体系。本文在总结吴江市以制度创新推进国有资产保值增值监管经验的基础上,重点探讨推进国有资产管理体制改革和国有企业改革,完善国有资产监管体系和企业运营机制,厘清国有资产监管中存在的主要问题,并提出推进国有资产监管国企发展的对策建议,规范监管行为,进一步提高对国有资产管理的科学化、制度化、规范化。更多还原
