【摘要】 近些年来,我国在项目管理领域方面的研究与应用取得了较快地发展.目前各行各业也已经逐渐接受并应用项目管理的思想。如今在项目管理领域备受关注的一个研究热点就是有关项目管理成熟度模型的研究。有关专家甚至推测项目管理成熟度模型将会在今后较长的一段时间内影响到项目管理的研究、推广和运用。我国当前主要还是面向制造业、IT行业等领域进行项目管理成熟度评价研究,而在建设工程领域方面的研究却很少,专门用于评价工程项目管理能力的成熟度模型更是鲜有见到。项目管理成熟度模型作为一种先进的项目管理方法体系,它并没有能够及时有效的研究与应用在我国的建设工程领域中,这就将在一定程度上影响我国的建筑及房地产企业项目管理能力的发展。在我国的建设工程领域中,如果我们直接应用国外已有的项目管理成熟度模型,一方面由于地域文化的差异和背景不同等原因,在应用前可能还需要对已有的项目管理成熟度模型进行本土化开发；另一方面目前工程项目管理成熟度模型在国际上也还没有推出,若想在建设工程领域当中应用现有的项目管理成熟度模型同样也需要经历一个专业化开发的过程。由此也说明了若要构建一个工程建设领域的项目管理成熟度模型,仅具备一般的项目管理知识是不够的,还更加需要具备专门针对工程项目具体特点的相关知识。当前我国在工程项目管理领域研究的一个重要任务就是要构建工程项目管理成熟度概念模型,该模型要能够适应我国的国情,以期通过该模型的应用,进而提高我国的工程项目管理水平。本文是以工程项目管理成熟度模型作为研究对象,结合我国当前工程项目管理实际情况和建设工程项目的具体特点,与此同时借鉴国内外在该领域方面所取得的研究成果,构建出用以评价工程项目管理能力的成熟度概念模型,并且还提出了评估工程项目管理成熟度的模糊综合评价方法。本文首先对研究背景、国内外研究现状、主要内容和研究方法等作了简要概述,接着重点介绍了项目管理成熟度定义、几种比较常用的项目管理成熟度模型、项目管理成熟度模型的作用等内容。其次,在对项目管理成熟度基本内容的研究基础上,针对项目管理成熟度在评价方法上主要是定性描述,缺少定量方法的现状,以现有模型为基础,结合我国当前建设工程项目管理的实际情况和工程项目的具体特点,构建了工程项目管理成熟度评价模型及指标,这其中包括基础模型的选择、评价指标建立原则、评价指标体系的设计思路、评价要素及指标实证分析、评价指标体系结果及模糊综合评价方法。最后,通过鞍钢景园工程项目管理实例,结合建立的模糊综合评价方法综合评价研究该工程的项目管理能力。更多还原

【Abstract】 The project management. in recent years, has gained great development both in theoretical research and practical application, which had made various applications in all walks of life gradually. The maturity model for project management, as a focus and an emerging system in management field, gained great concern in this day and age. Based on the predictions from relevant experts, the maturity model for project management will become the updating standard for ISO9000 in the field of the project management, which will influence the development research, certificate of training and promoting applications in the long run. However, the existing maturity model for project management mainly involves the evaluation for the IT industry and manufacturing, which carried out rare research in the areas of the construction, the specialized evaluation for the maturity model of project management is even more seldom. Therefore, the relative delay restricts, to some degree, the promotion and application of advanced project management theories, methodologies and technology for construction engineering in our country, which, in turn, is incompatible to the post-WTO competitive circumstance from both the international and domestic that the architecture and real-estate industry are facing in China.From the aspects of research and application of the maturity model for construction project management, if the maturity model for project management in foreign country is adapted to the construction project in china, a specialized process is needed to apply to the ordinary maturity model for project management. On the one hand, before the model can be utilized, localized or secondary development are needed as the geographical and cultural differences, on the other hand, the maturity model for project management is still not introduced so far. Due to the lack of characteristics for construction engineering field, the PMP and IPMP training in domestic cannot extent deeply, which demonstrated that the construction of maturity model for project management not only need the general project management knowledge, but also the specialized knowledge that deal with the characters of construction project is needed to analyze the mechanism for the maturity. If the aims. targets and objectives severed are not same. then the application range will be different. as well as the structures model. Consequently. research of the maturity model for project management in construction engineering own the valves both in management theories. technology and approach. as well as the importance in application foundation research in management for construction engineering in China. Combined with the research achievements of maturity model for project management in foreign country. to construct the maturity model for project management that suit China’s current condition. to enhance the level for the engineering project management are the vital tasks for the research of engineering project management.The targets for the introduction of maturity model for project management are to supply the evaluation methodology for the realization of strategic aims in the operation process and apply various knowledge, skills, tools and technology to the activities, which also provide the mechanism for the non-stop enhancement navigation approach. In the thesis, the maturity model for project management is investigated, based on the maturity model for project management from both domestic and international, combined with the characters of the construction project and project managements in China, the approaches that integrate the normalized and empirical, quantitative and qualitative, constructed the maturity model for project management in construction engineering, and an evaluation approach system that based on conceptual model was proposed. Firstly, the research background, the targets and significance, the research status both domestically and international, the main contents and research methodology are introduced briefly, then the definition, various statements and significance of maturity model for project management are focused on. Further, on the research basis of maturity model for project management, to deal with the status quo that mainly focus on qualitative description but lack the quantitative method, based on the current existing model, combined with characteristics of the situations and project management in China, the maturity model and index for project management are constructed, which included the choose of the basic model, the principle of the maturity model for project management in construction engineering, the corresponding design ideas, the evaluation index systems and fuzzy comprehensive evaluation methodology. Finally, through the instance of project management in Anshan Iron & Steel Parkview, the method that combined with fuzzy comprehensive evaluation was carried out the empirical research.更多还原
