辽宁省电力行业碳排放评价体系研究

【摘要】 目前,辽宁省资源消耗巨大,经济社会的发展对其依赖很大,能源主要是以煤的各种利用为主,排放量大,环境问题也特别严重,节约能源、降低损耗与碳减排是辽宁省要攻克的两大难点。低碳发展的起点是统计碳源和碳足迹,二氧化碳有三个重要的来源,其中,最主要的碳源是火电排放,占二氧化碳排放总量的41%,因此搞好电力排放评价机制对一定区域减排工作意义重大,需要这样的评价体系来对排放量、排放环节、排放影响因素、重点减排方面进行综合测评,从而促进辽宁省电力行业有计划、有重点推进减排工作,响应国家的减排要求。本文在肯定了低碳发展趋势的同时,通过大量研究,结合国内外低碳电力发展的主流理念,并结合辽宁低碳发展情况,指出我们发展低碳电力、实现电力节能减排的必然性,讲述了国内外低碳电力发展情况和相关低碳理论,介绍了辽宁地区电力建设发展情况,从(05-10)辽宁统计年鉴、中国能源统计年鉴、中国电力统计年鉴、中国电力工业统计数据分析(2010)中收集历年辽宁省省能源、人口、GDP、电力发展情况等相关数据,并从碳源分布情况,排放量核算体系,排放量影响因素,低碳电力评价体系,统筹运用了文献分析法、数据分析法、实证分析法、定性与定量分析法来建立辽宁省电力碳排放评价体系,并在此基础上,探索辽宁省发展低碳电力的出路,给出了辽宁电力节能减排战略举措,最后是结论与创新

【Abstract】 Currently, the huge consumption of resources in Liaoning Province, the economic and social development is greatly dependent on its energy mainly based on the various uses mainly coal, emissions, cause environmental problems are particularly serious, save energy, reduce consumption and carbon emission reduction is Liaoning Province to overcome two major difficulties.The starting point is the development of low-carbon and carbon footprint carbon source statistics, there are three important sources of carbon dioxide, which is the most important carbon emissions from thermal power, accounting for 41% of the total carbon dioxide emissions, so emissions of evaluation mechanisms to improve the power of a certain area reduction is of great significance, the need for such an evaluation system to emissions, discharge areas, emission factors, focusing on a comprehensive evaluation of emissions reduction, thereby contributing to the power industry in Liaoning Province plans to focus on promoting the reduction of work in response to national emission reduction requirements. this is certainly a low-carbon development trends in the same time, through extensive research, the development of low-carbon electricity at home and abroad mainstream concept, combined with low-carbon development in Liaoning, that we develop low-carbon electricity, realize the necessity of energy saving electric power, low-carbon electricity at home and abroad about the development of low carbon and related theories, describes the development of electric power construction in Liaoning Province, from (2005-2010)Liaoning statistical Yearbook, China Energy statistical Yearbook, China Electric Power statistical Yearbook , China’s power industry statistical data analysis (2010) collected over the years in Liaoning Province, energy, population, GDP, electric power development and other relevant data, and from the distribution of carbon, emissions accounting system, emission factors, evaluation of low-carbon electricity system to co-ordinate the use of a literature analysis, data analysis, empirical analysis, qualitative and quantitative analysis to establish the power of Liaoning Province evaluation system for carbon emissions, and on this basis, to explore Liaoning Provincial Development of low-carbon power outlet, and finally, given the strategic initiatives of Liaoning power energy saving.
