【摘要】 随着社会经济的发展和城市化进程的加快,交通行业蓬勃发展,汽车数量急剧增多,如何有效的管理和控制车辆,如何合理调度车辆,提高车辆利用效率,保证车辆行驶安全,已成为政府和公众所关注的热点问题。随着无线通信技术、地理信息技术、GPS定位技术的发展,智能交通系统应运而生。智能交通系统将先进的数据通讯传输、信息、电子传感、电子控制及计算机处理等技术集成运用于整个交通运输管理过程中,有效地提高道路通行能力,缓解交通阻塞,减少交通事故,降低能源消耗。车辆监控管理系统作为智能交通系统的重要组成部分,有着重要的研究意义。本文以车辆监控管理系统的设计与实现为主要研究内容,介绍了GPS、GPRS、Google地图等系统相关技术的原理与技术特点,提出了系统设计思路和部分模块的实现方法。重点论述了基于用户满意度的中心调度算法的实现,并实现了基于Google地图的监控中心软件的开发。在监控中心软件开发过程中,引入了Google Earth和Google Map的应用,利用Google提供的地图数据和二次开发接口实现了车辆在Web地图上的定位,为用户提供了选择的空间。GPS、GPRS、Google地图的相互结合,完成了车辆的定位,信息的传输以及车辆的监控和管理,成功的实现了系统的预定目标。

【Abstract】 With the development of society and economy, with the accelerated urbanization, the transportation develops vigorously; the number of vehicles increases rapidly. It became a hot spot which the government and the public had showed great concern that how to manage and control the transportation efficiently; how to make vehicle scheduling effective; how to improve the efficiency of the utilization of the vehicles; how to guarantee the vehicle safety. As the development of radio communications, technology of the Geographic Information System and GPS Positioning Technique, Intelligent Transport System came into being.Intelligent Transport System based on advanced data communications, information, electronic sensor, electronic control and computer processing can be used in the whole transport, improve the efficiency of the highway, prevent some traffic accidents, save the energy. It is of great significance to research on Vehicle Monitoring and Control System as an important part of the ITS.The main content of this thesis is the design and implement of the Vehicle Monitoring and Control System. It introduces the maps of GPS、GPRS、Google along with the technical principles and characteristics. It also raises the design idea and concrete way how to carry out some modules of the Vehicle Monitoring and Control System. It focuses on the algorithm for dynamic scheduling of real time tasks based on customer satisfaction. It also realizes the developing of the monitor centre software based on Google’s maps. When we develop the software, we apply the Google Earth and Google Map and data and API which determine the vehicles’positions in the Web. In this way, we give choices to the customers.GPS、GPRS、Google are combined together, which determine the vehicles’positions, transmit information, monitor and control the vehicles. All these meet the goals of this system.
