【摘要】 执业资格制度是现代社会制度下对专业技术人才实施有效管理的方法和评价手段。建设行业执业资格制度为重要专业技术岗位实行准入管理,促使专业技术人员执业水平的提高,推动行业的稳步发展,提供了制度上的保证。我国建设领域执业资格制度参照国际上的先进做法,结合我国建设行业的实际情况,已经基本形成了以部建设执业资格注册中心为龙头,地方建设主管部门执业资格注册中心为主体,各行业协(学)会为辅助的执业资格制度运行管理机制。但同时也面临了制度建设起步晚、配套法律不够健全、认证体系不够完善及监督监管不力等问题。广东省作为我国经济最发达和工程建设最为密集的地区之一,建设执业资格管理制度的完善对当地社会经济乃至我国建设行业的发展具有重要意义。本论文针对广东省建设执业资格管理的不足,以完善广东省建设执业资格的管理为研究目标,紧密围绕执业资格管理的考试评价、注册制度、执业管理及继续教育四个核心问题展开研究。论文首先论述了建设执业资格制度的本质特征与构建意义,深入分析了广东省建设执业资格制度的管理现状和所面对的问题,通过大量的文献资料,对国外发达国家包括美国、英国、日本等国家的建设执业资格制度的先进经验进行了总结分析,同时,对我国住建部执业资格注册中心、各地方及协会的管理经验进行了较为全面的梳理。通过对先进管理模式的个案分析和借鉴对比,从考试制度、注册制度、管理制度及继续教育制度等方面提出了完善广东省建设执业资格制度的管理措施。最后,论文在上述研究工作的基础之上,从执业资格制度的目的意义及结合广东省社会及经济发展的实际情况,提出了广东省建设执业资格制度法制性建设、执业信用管理的改革重点,并提出了可行性的改革方案。更多还原

【Abstract】 Qualification system is an effective management method and evaluation means to the professional talents in nowadays society system. Construction industry qualification system provides the institutional guarantee for the access management of the important technical positions, which promoting the professional and technical personnel practice level and the steady development of the industry.With reference to international good practices, combined with the actual situation in the field of construction, operation management mechanism has been basically formed in Qualification System of Construction area in China, with the Ministry of Construction Practice Qualification Registration Center as a leader, the local building department registration center of qualifications as the main, the industry associations (school ) qualifications as auxiliary system. But it also faces a late start of system building, inadequate supporting laws, poor supervision and inperfect certification system , and so on.Guangdong Province is one of the most developed region in China, with the most intensive engineering construction, improve of Qualification System of Construction is of great benefit to the local social and economic, as well as the development of China’s construction industry. The research object of this paper is management of Qualification of Construction in Guangdong Provincial , closely around the examination and evaluation of qualification management, registration system, practice management and continuing education as the four core issues.This paper considers the essential characteristics and meaning of constructing for the construction management qualification system in the first part, Depth analysis on the Guangdong Provincial Construction Management of qualification systems and the problems faced by are carried out. Through a lot of literature on developed countries including the United States, Germany, Japan and other countries, advanced experience qualification system management is summarized. At the same time, Comprehensive analysis is conducting on Ministry and local Construction Licensing Registry. Through a case study of the advanced management mode and comparison, From the examination system, registration system, management system and continue the education system and other aspects, measures are proposed to perfect qualification systems in Guangdong Province of management.In the base of study introducing above, in terms of the purpose of the qualification system as well as the actual situation of social and economic development of Guangdong Province, reform priorities which concern about establishing qualification system in Guangdong province legally, practice credit management and the feasibility of improvement program is proposed.更多还原
