【摘要】 村委会民主选举,是农村民主政治建设的最重要内容之一,也是村民自治得以实现的至关重要的第一步。但在当前的村委会选举中,不同程度地受到各种因素的影响,阻碍了农村民主建设的进程。本文通过考察惠东县第五届村委会换届选举,深入探讨村委会选举中存在的问题,并与广东省各地区村委会选举进行纵向和横向地对比分析,查找影响村委会民主选举的因素。在分析研究的基础上,提出有效解决村委会选举存在问题的对策建议,从而优化村级民主环境,促进农村民主建设,为中国基层民主选举寻找一道符合实际的科学道路和理性模式。全文共分为五个部分:第一部分阐述选题的理论和现实意义,明确文章的研究思路和方法。第二部分对课题研究的几个关键概念村民委员会、村民自治等进行界定,明确概念的内涵和外延;同时了解村委会存在的作用与意义,为下文作铺垫。第三部分对惠东县第五届村委会换届选举情况进行分析,深入探讨当前村委会选举出现的问题。第四部分对影响村委会民主选举因素进行综合归纳,查找内在的关联性。第五部分在对村委会换届选举情况、存在问题及影响因素综合分析的基础上,从搭建农村人才试用平台、引导大学生村官参选、推行组合选举等方面提出了完善村委会民主选举的对策和建议。更多还原

【Abstract】 The Village Committee democratic Election,is the most important aspect of democratic and political construction in rural areas,also is an essential first step of the village self-government. However,the village committee elections is affecting by various factors, hindering the process of democracy. This text is through observing the fifth general election in Huidong County to analyze the problem during the village committee elections, and to find the affecting factors by comparing with other region of Guangdong Province. In order to solve the problem related the village committee election, some beneficial countermeasures and suggestions were put forward.Text is divided into five parts: the first describes the topics of theoretical and practical significance, to clear ideas and methods of research. The second part defines a few key concepts of the research - the village committee, villagers’self-government, etc. While understanding the role and significance of the village committee, and pave for the next down. The third part concerns the village committee elections of Huidong County for the purpose of finding the problems during the election. The fourth part focuses on the affecting factor of the election, looking for the intrinsic relevance. By the end of the research, some beneficial countermeasures and suggestions are put forward, such as building the trial platform for the rural people, paving the way for the College-Graduate village officials and trying the combinatorial election, etc.更多还原
