横琴岛智能变电站可行性分析

【摘要】 智能变电站是智能电网六大基础环节之一,也是最关键的环节。它采集电网基础运行数据并执行相应的命令,以全站信息数字化、通信平台网络化、信息共享标准化为基本要求,自动完成信息采集、测量、控制、保护、计量和监测等功能。能够实现设备信息、运行策略与电力调度的全面互动,实现基于状态的全寿命周期综合管理,电网运行数据的实时采集和共享,支撑电网实时控制、智能调节和各类高级应用,保障各级电网安全稳定运行。本文阐述了智能变电站的功能特点,对比了智能变电站与数字化变电站在功能上的异同,描述了横琴岛智能变电站的基本情况,以220kV琴韵变电站的设计施工为基础,给出了一次设备设计方案,对系统参数、电气主接线、短路电流计算及主要设备选型做了详细分析,并对220kV琴韵变电站的系统架构、二次保护、在线监测、远动部分做了设计定型。结合当前智能变电站试点工程的研究与建设情况,依照珠海220kV琴韵变电站“3C绿色电网”建设要求,遵循IEC61850标准,按照“三层两网”的结构设计了220kV琴韵变电站智能管理系统及新能源应用方案。结合国内智能变电站的建设情况提出了工程应用的方案,通过琴韵变电站的工程实例,总结了可供后续工程借鉴的成功经验,并着重对智能变电站的工程设计、建设的特点、日后维护运行与常规变电站的不同之处进行了分析。通过对220kV琴韵变电站设计、分析及对各设备的选型配置,得出了横琴岛智能化变电站的可行性。

【Abstract】 Intelligent substation is one of the six basic elements of intelligent grid as well as the most critical one. It collects grid basic operating data and executes assigned commands. With qualities of digitization of information, networking of communication platform, and standardization of information-sharing, it automatically performs functions of information collection, measurement, control, protection, metering and monitoring. In addition, it achieves full interactions among facility information, operating strategy and power dispatching, completes integrated management of state-based entire life cycle, timely collects and shares grid operating data, and conducts real-time control, intelligent regulation and a variety of advanced applications, assuring a safe and stable operation of power grid.The present paper focuses on functions and traits of intelligent substations, makes comparisons on performances between intelligent substations and digital substations, and presents a basic state on Hengqin Island Intelligent Substation. Modeling on the design of Qinyun Substation, the paper proposes a design program after conducting detailed analysis on system parameters, main electrical connections, calculation of short circuit current, and main facilities options, together with a standardized design of system architecture, post-safe measures, online monitoring, and telemechanical sections of Qinyun Substation. In accordance with current situation of intelligent substation project research and construction, construction requirements of 3C Green Grid for 220kV Qinyun Substation, and the IEC61850 standard, an intelligent management system and a new energy application plan have been worked out on the three-layer-two-network concept. In conformity with construction conditions of domestic intelligent substations, the engineering application program has also been proposed. With Qinyun Substation as the example, the paper has summarized experiences that may contribute to subsequent projects, and expounded on intelligent substations’engineering design, construction traits, as well as later maintenance and performance that differ from conventional substations. Based on the design, analyses, and facility allocation of 220kV Qinyun Substation, the feasible construction of Hengqin Island Intelligent Substation has been confirmed in the paper.
