环境监测预警体系建设研究

【摘要】 经济快速增长使其带来的环境压力与现有环境监测管理能力的矛盾日益加剧,为使环境工作适应新的形势需要,必须全面提升环境监测整体能力,建设环境监测预警体系是提升环境监测和管理能力的要求。环境监测预警体系是为了顺利完成环境质量监视性监测、污染源监督性监测、环境污染事故应急监测和重大环境问题专项调查性监测等各项环境监测任务而建立的一个复杂的集成系统,包含软硬件的集成,各种新信息技术的集成,监测技术和现代信息技术的集成,环境信息与环境管理要求的集成。本文首先介绍了国内外环境监测理论研究和实际应用方面的现状,并从预警指标体系、预警模型技术体系、系统平台开发和预警设备等方面分析了存在的问题。通过对环境监测预警体系理论基础的研究,提出了系统的功能需求。根据系统的功能需求,确定系统各部分的建设任务以及相互关系,形成了系统的基本框架。随后,本文以青岛市为例,提出了青岛市环境监测预警体系建设的主要内容。这将对我国其它地区环境监测预警体系建设具有借鉴意义。

【Abstract】 The Contradiction between environmental pressures from rapid economic growth and the existing environmental monitoring and management capabilities become intensified increasingly.In order to make the environment work adapt to the new situation, we must enhance the overall capacity of environmental monitoring, and construction of the environmental monitoring and warning system is the requirements to enhance environmental monitoring and Management capabilities.Environmental monitoring and warning system is a complex integrated system. It is established to make every environmental monitoring tasks completed successfully,such as environmental quality monitoring, supervisory monitoring of pollution sources, emergency monitoring of environmental pollution, special survey monitoring of major environmental issues and so on.It includes the integration of hardware and software, the integration of new information technologies, the integration of monitoring technologies and modern information technology, the integration of environmental information and environmental management requirements.This paper introduces the theory of international environmental monitoring studies and the present situation of practical applications, and analyzing the problems from warning indicator system, warning technology system model, system platform exploitation and warning equipment. The function requirements of the system is proposed, through researching the theoretical basis of warning system for environmental monitoring. According to the system’s functional requirements, the building task and the relationship of various parts of the system are identified, the basic framework of the system is formed.Subsequently, taking Qingdao for example, the main building content of environment monitoring and warning system of Qingdao was proposed. Which is a reference for the environment monitoring and warning system in other areas.
