日本谋求政治大国中的军事因素

【摘要】 日本20世纪80年代在国内经济发展的基础上明确提出了政治大国的战略。对口本政治大国战略的内涵,政要有不同的解释,总体来说就是要在国际社会中谋求到与其经济实力相称的政治大国的地位。二战战败后,日本国内通过的和平宪法规定,不保留“战争权”、“不保持海、陆、空军及战争力量”。日本要追求军事力量的发展就要突破这些限制,以成为军事大国。日本在成立自卫队之时就曾指出,自卫队要坚持“专守防卫”的原则、不向海外派兵、不行使集体自卫权。日本政府通过了一系列的军事立法,扩大自卫队的防卫范围,突破“专守防卫”的原则,实现参与海外的军事行动。美国出于其亚太战略的目的,也要求日本重整军备,为国际社会做出军事贡献。日本政府以日美军事同盟为基轴,在美国的鼓励下,极力发展自身的防卫力量。经济是日本提出政治大国的基础,文化作为软实力提升日本的国际形象,意识形态则对军事大国的提出起来推波助澜的作用。但军事因素作为一国必备的硬实力在日本追求政治大国中则起到了支柱性的作用。日本通过重整军备获得了正常的主权国家应有的防卫力量,并通过军事手段在国际社会中谋求经济、文化及安全利益。日本正是以军事手段为支撑,来谋求政治大国发展。
【Abstract】 During the 1980s, Japan put forward the strategy of political power on the basis of domestic economic development. What is the meaning of political power for Japan, Japan dignitaries have different explanations, but on the whole, the meaning of political power is that Japan wants to seek its political power which is commensurate to its economic status.But after the defeat of the world war ii, Japan’domestic peace constitution rules that Japan will don’t keep "wan right" and don’t keep "land,sea and air force and war power". If Japan wants to pursue the development of military to become military power, he must break through these restrictions. When Japan established its self-defense forces had pointed out that self-defense forces must insist purely defensive defense, not send troops abroad and not exercise collective self-defense. The Japanese government has passed a series of military legislations, expand the scope of self-defense forces, breakthrough purely defensive defense and participate in overseas military alliance. The United States on its own Asia-pacific purpose, also requires Japan rearmament, and makes military contribution to the international society. The Japan government by the Japan-US military alliance and the encouragement of the United States, trying to develop its own defense force.Economy is the basis of political power that Japan put forward, culture as the soft power promotes Japan’s international image, and ideology play the promoting role at the political power put forward. Military factor plays a backbone role in the strategic of political power. Japan obtained the defense force a sovereign should own through rearmament. And Japan is striving for economic, culture and security interests by the military means. Japan is supported by military means to seek political power development.
