【摘要】 传统的技术创新价值观在创造了巨大的物质财富,推动人类社会高速发展的同时,造成资源枯竭、环境污染等问题,引发了生态危机。技术创新生态化是解决该问题的有效途径之一技术创新生态化将生态效益和社会效益纳入到技术创新的目标体系之中,做到经济效益、社会效益、生态效益三者的有机统一,通过技术创新生态化能够实现经济社会的和谐发展。但技术创新生态化难度大、风险高,企业力量薄弱,不能提供充足的资金和高素质的相关人员,需要政府的经济政策支撑,因而要构建技术创新生态化的经济政策支撑体系。构建技术创新生态化的经济政策支撑体系原则是要促进经济利益和环境效益的协调发展,在政策的制定上统筹兼顾、协调一致,从实际出发、实事求是,同时吸收借鉴外国先进经验制定符合国情的技术创新生态化经济政策支撑体系。技术创新生态化经济政策制定的终极目标是符合可持续发展的要求,在追求经济效益的过程中注重环保,最终实现可持续发展,力求获得最大的经济效益、社会效益和生态效益。技术创新生态化的经济政策支撑体系主要包括三个方面：财政政策体系、金融服务体系、企业和其他组织资金投入。财政体系主要是财政投入和财政支出政策,其中包括税收政策；金融服务体系主要是健全、完善、协调金融生态系统、金融运行系统以及金融运行机制；企业和其他组织资金投入主要是调动其积极性,增加资金的有效投入。更多还原

【Abstract】 The traditional value of technological innovation created great material wealth and promoted the rapid development of human society, at the same time, resulted in resource depletion, environmental pollution and other issues, led to ecological crisis. Ecological transition of technological innovation is one of the effective ways to solve the problems.Ecological transition of technological innovation will innovate ecological benefits and social benefits into the target system of technological innovation and organically unify economic benefits, social benefits and ecological benefits. Economic society will harmoniously develop by ecological transition of technological innovation. However, Ecological transition of technological innovation is very difficult and high risk; Enterprise forces are weak; It can’t achieve provide adequate fund and high-quality personnel and need the government’s economic policy support. Therefore, economic policy support system to ecological transition of technological innovation needs to be built.Building economic policy support system to ecological transition of technological innovation should promote the harmonious development of the economic benefits and environmental benefits in principle, take overall consideration and harmonization in the policy-making, proceed from reality and seek truth from facts, while economic policy support system to ecological transition of technological innovation that accords with the national conditions is built through absorbing the advanced experience of foreign countries. The ultimate goal of economic policy-making of ecological transition of technological innovation is to accord with the requirements of sustainable development, lay stress on environmental protection in the process of economic efficiency pursuit, ultimately achieve sustainable development.Economic policy support system to ecological transition of technological innovation mainly includes three aspects:fiscal policy system, financial service system, capital input of enterprises and other organizations. Financial system is mainly financial investment and fiscal expenditure policies, including tax policies; financial services system is to perfect, improve and harmonize financial eco-systems, financial operation system and financial operation mechanism; capital input of enterprises and other organizations is to mobilize its enthusiasm, and increase effective investment of capital.更多还原
