【摘要】 一个国家只有拥有强大的自主创新能力,才能在激烈的国际竞争中把握先机赢得主动。面对国际竞争的新形势,世界上许多国家都把加强科技创新作为国家重点战略,不断加大科技投入,致力于增强国家创新能力和提高国际竞争力。政府技术采购已经作为促进技术创新的一种有效政策工具在国外得到了广泛应用。在我国关于政府技术采购的研究才刚刚起步,对其作为技术创新政策工具的应用尚未得到足够的重视。本文对政府技术采购促进技术创新的机理进行了研究。主要的研究目的是探讨作为政策创新工具的政府技术采购是如何对技术创新发挥作用的。主要的研究内容包括以下几个方面：对政府技术采购进行界定,分析它与一般政府采购和私人技术采购的区别是什么；政府技术采购对技术创新的作用力是如何传导的；通过案例来分析实践中政府技术采购对技术创新的作用是如何实现的,针对我国目前的采购状况,对我国该如何实施政府技术采购提出政策建议。本文主要采用了文献研究、案例研究和比较分析的方法为基本研究方法,经过本研究最后得出政府技术采购在促进技术创新方面有着重要作用,是一种有效的创新政策工具。更多还原

【Abstract】 Only one country has a strong capability of independent innovation, can win the opportunity and seize the initiative in the fierce international competition. Facing the new situation of international competition, many countries have to use the scientific and technological innovation as a key national strategy, increasing the investment to enhance their international competitiveness. Government technology procurement as a means to promote technological innovation which is widely used abroad has been improved an effective policy tool. The studies of government procurement has just started in our country, its application have not yet been given sufficient attention.In this paper, the mechanism which government technology procurement to promote technological innovation were studied. The main purpose of the study is to explore how the government technology procurement affects the innovation. The main research content including the following aspects:to define the government technology procurement, analyze the difference between the government technology procurement and the general government procurement and the private technology; how it conduct to the technological innovation’s action. Then through case analysis to understand the function. According to our country present condition put forward some policy proposals.The main research methods in the article are the literature research method and case study method and the comparative analysis method. Through research we can know that the government technology procurement plays an important role in the different aspects of technological innovation.It is an effective policy tool.更多还原
