【摘要】 县政府是县级地方重要的政治机关,是县域经济发展的关键。县政府职能作用的发挥状况,直接到关系到县域经济发展的水平,关系到党在县级地方的执政地位,关系到县级地方的发展和稳定,关系县级地方各族干部群众的根本福祉。2000年以来,辽宁省开原市用十年时间,实现了县域经济的跨越式发展,从全省贫困县的边缘挺进全国百强县,创造了欠发达地区跨越发展的奇迹。2011年,开原市确定了建设现代化中等城市、进入全国百强县前50名的奋斗目标。本研究旨在提出开原市实现县域经济跨越发展中政府发挥作用的基本策略,为开原市实现“十一五”规划目标提供一定的借鉴。更多还原

【Abstract】 County government is an important political organs at county level, and is the important key to the development of county-level economy. Play the role of county government status, relationship to the county directly to the level of economic development, where the CP’s ruling position in the county related to the credibility of the national level at the county level, relationship county level cadres and the masses of all fundamental well-being.Since 2000, Kaiyuan county of Liaoning Province to achieve the county-level economy by leaps and bounds in only ten years. And Kaiyuan not only become the one of the National Top 100 counties from the poor countries of Liaoning Province,but also create a development miracle.In the year of 2011, Kaiyuan determined to build a modern medium-sized city and into the top 50 of National Top 100 counties. This study aims to put the basic strategy of the government’s role in the County-level economy leapfrog development of kaiyuan coutry. And To provide some objective reference for Kaiyuan to achieve the "Eleventh Five-Year" plan.更多还原
