【摘要】 近年来,随着长春市经济、社会的不断发展,道路交通管理形势日趋复杂,全市已进入一个机动车高速度增长、高强度使用、高密度聚集的汽车化时代。由于长春市公共交通管理中存在多头领导、规划不科学、法制不健全等弊端,因此,交通拥堵、出行不便等问题严重,给城市发展和市民生活带来巨大压力。公共交通是城市基础设施之一,与人们的生活息息相关,面对城市公共交通难题,政府如何采取有效措施进行公共交通管理已迫在眉睫。本文从公共交通管理的相关概念入手,强调加强城市公共交通管理的重要性,概括当前长春市公共交通的管理现状,分析总结长春市公共交通管理中存在的问题,通过对国内外发达城市公共交通管理的研究和借鉴,提出针对长春市目前公共交通管理存在问题的相应对策。本文分为四个部分:第一部分,长春市公共交通管理的涵义与内容,对城市公共交通管理的相关概念和属性进行了阐述,根据公共交通管理的基本概念对长春市公共交通管理的要素进行分析,提出加强长春市公共交通管理的必要性。第二部分,长春市公共交通管理现状和管理中存在的问题,概括了目前长春市整体公共交通管理状况,结合第一部分长春市公共交通管理要素的分析,总结出长春市公共交通管理中存在的问题。第三部分,国内外发达城市公共交通管理的经验借鉴,首先介绍了国外发达城市的公共交通管理,其次介绍了国内发达城市公共交通管理的特点及采取的措施,通过对比,总结出国内外发达城市公共交通管理的先进经验及借鉴意义。第四部分,通过对第二部分长春市公共交通管理问题的分析和第三部分国内外发达城市公共交通管理的经验借鉴,提出解决长春市公共交通管理问题的设想。更多还原

【Abstract】 With the continuous development of economy and society in Changchun ,the situation of road traffic management is becoming increasingly complex, the city is at a high speed growth, high intensity use, and high-density aggregation of car era. The public transport management in the long leadership, planning unscientific, unsound legal system and other defects.Therefore, traffic congestion is inconvenience to serious problems in travel, urban development and bring the great pressure. Public transportation is one of urban infrastructures, and people’s daily lives, how to take effective measures for public transport management is imminent.This article related to public transport management concept, emphasis on strengthening the importance of urban public transport management, the current management of public transport in Changchun analyzed and summarized public transport management problems at home and abroad which developed by urban public transport management research and reference, Changchun is currently proposed for the management of public transport and appropriate measure.This article is divided into four parts:The first part, Changchun City, the meaning of public transport management and content management of urban public transport concepts and attributes are described, according to the basic concepts of public transport management in Changchun City, the elements of public transport management analysis, strengthening the need of public traffic management in Changchun CityThe second part, Changchun City, the management of public transport and problems, summarizes the current state of public transport in Changchun City, with the first part of the analysis of public transport management elements, and summed up the public transport management in Changchun problems.The third part, domestic and foreign advanced management experience of urban public traffic draw, introduce advanced foreign management of urban public transport, then introduces the developed characteristics of urban public transport management and the measures were taken by domestic and foreign advanced management of urban public transport contrast, summed up the advanced management experience and reference.The fourth part, through the second part of the Changchun City, the analysis of public transport management and the third part of the domestic and foreign advanced management experience of urban public transport reference, propose solutions to management problems in Changchun City, the idea of public transport.更多还原
