【摘要】 “十一五”规划专门将“推进城市化健康发展”作为六大发展战略之一加以重点突出,《国家中长期科学和技术发展规划纲要》和《国家“十一五”科学和技术发展规划纲要》等也把城市化与资源环境的协调发展正式列为国家科学研究的重点领域,《“十二五”规划前期重大问题研究选题指南》中指出要进行生态文明建设,推进循环经济发展,构建低碳城市,以促进城市的健康可持续发展。城市化与环境的协调发展已经上升为国家战略,健康和可持续的城市化已经成为构建社会主义和谐社会的重要内容。分析开放经济下的贸易、环境与城市化协调发展是对国家战略的积极响应,对于提高整体环境质量和城市可持续发展的能力,推动开放经济下的贸易、环境与城市化协调发展具有重大的实践价值。长三角作为我国的发达地区,是城市化高速发展以及开放度较高的区域,他们在城市化进程中,贸易、环境与城市化存在怎样的关系,是协调发展还是存在矛盾?这是一个值得我们研究的问题。因此,为了使城市能够健康持续的发展,本文以长三角(16城市)为例,对贸易、环境与城市化协调发展问题进行了深入研究。在对贸易、环境与城市化三者相互作用分析的基础上,首先构建了贸易、环境与城市化发展水平的评价指标体系,然后运用层次分析法确定了贸易、环境与城市化各指标的权重,并对长三角(16城市)的贸易、环境与城市化发展水平进行了计算,根据协调发展度模型对16个城市贸易、环境与城市化的协调发展程度进行了测算,依据测度结果将16个城市划分为4种发展类型,并且在评价分析的基础上,进行了情景模拟,通过比较不同方案的优劣提出了贸易、环境与城市化协调发展的路径,为长三角(16城市)的可持续发展提供一定的借鉴。更多还原

【Abstract】 "the healthy development of urbanization" is specially emphasized as one of the six development strategy in the "The Eleventh Five-year Plan", and the coordinated development of urbanization, resources and environment is thought as the key field of state scientific research and has been risen to to the national strategy in both "National Middle/Long-term Plan for Science and Technology Development" and "National Plan of the Eleventh Five-year for Science and Technology Development". "The Twelfth Five-year Plan Early Major Problems Research Topic Selection Guide" points out that we must carry on the ecological civilization, promote the recycle economy development and construct low-carbon cities to promote the healthy and sustainable development of the cities. The healthy and sustainable urbanization has become the important content when constructing a socialist harmonious society. It is a positive response to the national strategy that we analyze the coordinated development of trade, environment and urbanization under the background of the open economy. It has a significant practical value for improving the overall environment quality and the city’s ability to develop sustainably and promoting the coordinated development of trade, environment and urbanization under the background of the open economy.As a developed area in China, the Yangtze river delta has a rapid urbanization speed and the degree of openness is higher. During the progress of urbanization, whether the relationship between trade, environment and urbanization is coordinated or contradicted becomes an issue that is worth of study. In order to make the cities develop healthily and sustainably, this paper took the Yangtze river delta as an example to make a deep study about the coordinated development of trade, environment and urbanization under the background of the open economy. After analyzing the economic mechanism of interaction between trade, environment and urbanization, firstly, we constructed an evaluation index system on trade, environment and urbanization development level, and then used AHP to determine the weight of indexes of trade, environment and urbanization. And this paper calculated the development level of 16 cities’s trade, environment and urbanization in Yangtze river delta. According to the coordinate development model, this paper estimated the coordinated development degree of the 16cities’s trade, environment and urbanization. Based on the results, we divided the 16 cities into four types. And on the basis of evaluation, we make a scenario simulation. By comparing the different schemes, we proposed a way that trade, environment and urbanization can develop coordinately and provided some theoretical reference for the sustainable development of the Yangtze river delta.更多还原
