【摘要】 森林公安是我国维护林区社会治安和保卫森林资源的一支极其重要的刑事执法和治安行政管理力量。在21世纪的今天,我们的生态环境受到破坏和威胁,在联合国的主导下虽然多次召开有关保护生态环境的大会,世界各国达成了一定的协议,但各大国仍存在很大分歧,我国作为负责仟的发展中国家,在这些大会上也作了负责任的承诺。森林公安在维护我国生态环境方面应起到先锋队和尖刀作用,它是一支重要的专业力量,因此要着重将森林公安的组织体制不断加以改革和完善,将其打造成一支维护生态安全的专业执法队伍,为构建人与自然和谐发展、实施可持续发展战略保驾护航。本文采用专家访谈法、系统分析法、一线调研法、分析资料法和历史研究法等方法,将森林公安的建立与发展作了历史的阐述,针对当前森林公安在机制体制、执法规范化、人才培养和管理、领导方式方法、办案经费保障、权责对应存在比较多的问题,系统分析了存在这些问题的复杂原因,最后,借鉴其他有关部门的改革经验并结合自身的特殊情况有的放矢提出了一些改革完善森林公安组织管理体制的原则,并对森林公安管理体制改革和新机制的建立提出了比较详细的实施意见和建议。本文借鉴国外森林警察概况,提出进一步完善和健全现行森林公安管理体制的目标与构想。更多还原

【Abstract】 Forest policy, a force enforcing criminal law and administrating social security, plays a vital important role in maintaining the forest public security and protecting forest resources. In the 21st century, the conferences convened by the UN were held on protecting ecological environment, which was being destroyed and threatened by human and agreement has been reached by every nation, the difference, however, is still existing. As a responsible country, China government has promised to fulfill the duty on the conferences. Forest policy is a mighty force playing a role of pioneer and knife in maintaining the nation’s ecological environment. By means of the improvement and reform its organization system, the forest policy are to be built up a specialized law enforcement, implementing sustainable development strategy and constructing harmonious development between man and nature.With the help of experts interviewing, system analysis, field research, literature review and historical research, the paper, analyzing in depth the present management system of forest public security, sets forth the historical evolution of management system of forest public security, analyzes completely the existent problems in management function, organizational installment, establishment outlay, leadership structure, staff building, management mechanism in management system of forest public security. Furthermore, the paper put forwards some detailed suggestions and proposals on the reform of the forest management system and the construction of the new mechanism. The achievement and idea on improving and perfect the existing forest policy management system has been proposed with the concept of foreign forest policy.更多还原
