我省沿边开放与“哈大齐”、“长吉图”对接与互动战略研究

【摘要】 在世界经济发展遇到周期性衰退与自然灾害频发双重阻碍的背景下,推进黑龙江省沿边开放带建设是适应我国对外开放新形势的迫切需要。从区域发展规划角度研究黑龙江省沿边开放带与哈大齐工业带及长吉图开发开放先导区的对接与互动战略,对于提高黑龙江省经济的外向性进而加快东北老工业基地振兴具有十分重要的意义。?本文旨在研究黑龙江省沿边开放带与哈大齐工业带及长吉图开发开放先导区的资源禀赋和对接互动的战略思路,分析出黑龙江省沿边开放带与哈大齐工业带及长吉图开发开放先导区既有以资源性经济为主、第一产业占比较高、外贸主要面向对俄陆路口岸的相似性与功能重叠性,同时又具有各自的区位互补优势的特征。在提出跨区互动战略思路时,本文立足于整个区域共同发展和东北外向型经济开放带建设,认为哈大齐工业带与长吉图开发开放先导区在产业分工上需要做到扬长避短,并以长春和哈尔滨两个中心城市为轴心,建立低成本高效率的现代产业要素流通平台。基于上述研究,本文提出结论性建议,即尽快形成支撑沿边开放的三大区域,两个省级地方政府要做好联动产业开发,合理确定区域主导产业,加强地区间科技合作,建立跨地区的协调机制,将东北区域联动发展上升为国家战略。?更多还原

【Abstract】 Recent years, the world economy faces a serious slowdown, and natural disasters occur frequently. Under the background of such double handicap, accelerating the construction of the edge wised open zone of Heilongjiang province is quite urgent, which is the need for China to adapt to the new situation of opening up. Researching the abutting joint and interaction strategies between the edge wised open zone of the Heilongjiang province,“Ha, Da, Qi”industrial zone and the“Chang, Ji, Tu”pilot area, from the perspective of regional development planning, is of great significance to promote the economic outgoing degree of the Heilongjiang province and then expedite the revitalization of northeast old industrial base.The purpose of this article is to analyze the factor endowment and the option on the abutting joint and interaction mode, between the edge wised open zone of the Heilongjiang province,“Ha, Da, Qi”industrial zone and the“Chang, Ji, Tu”pilot area. Then it draws a conclusion that Heilongjiang province and Jilin province characterize the similarity and functional over-tapping in several ways, such as giving first place to the existing resource-based economics, taking higher proportion as to primary industry and facing to Russian land boundary crossing as to external trade. Meanwhile they also have their respective location complementary advantage. For the option of the abutting joint and interaction mode, it is obliged to base on the common development of the whole region and orient economic open zone of the northeast region.“Ha, Da, Qi”industrial zone and the“Chang, Ji, Tu”pilot area should play up strengths and avoid weaknesses on industrial division, taking the two central cities of Changchun and Harbin for the axis, and establish low-cost and effective modern platform of element circulation.Finally, this article put forward suggestions on the achievement of the effective abutting joint and in-depth cooperation between the edge wised open zone of the Heilongjiang province,“Ha, Da, Qi”industrial zone and the“Chang, Ji, Tu”pilot area, that it should form the three major regions supporting edge wised opening as soon as possible, well develop joint industry with the inter-provincial local government, reasonably define regional leading industry, and strengthen technological cooperation between regions and establish multi-location coordination mechanism.更多还原
