大学科技园激励机制优化研究

【摘要】 激励机制研究是管理理论发展的重要成果,随着激励机制越来越多地应用在组织管理之中,其重要性日益凸显,一个组织激励机制的优劣,能够在一定程度上代表该组织的整体管理水平。大学科技园是高等学校产学研工作的核心机构,随着大学科技园的建设发展步伐不断加快,大学科技园的激励机制优化问题逐渐成为研究热点。上级主管部门对大学科技园的发展非常重视,也对大学科技园提出了更高的要求。我国大学科技园经过二十多年的发展,管理体制已经初步完善,但是科技园的激励机制基本上还是沿袭了传统的人事激励机制。随着高校体制改革和科技园产学研工作的不断深入,原有的人事激励制度已经不能满足科技园发展的需要。大学科技园要谋求更大的发展,必须解决好机制创新问题,通过实行市场化运作的管理模式创新,更大程度地发挥市场在资源配置中的基础性作用。通过完善和优化大学科技园激励机制,可以更好地调动科技工作者的积极性,充分发挥现有资源的作用,建立有利于科技成果转化的激励机制,提升科技园的绩效和管理水平,推动高等学校的科技成果转化与产业化。对提升高等学校服务地方社会经济能力有着重要的理论意义和现实意义。国内学者对激励机制的研究主要集中在国有企业和公务员管理激励机制方面,对科技园激励机制的研究偏重于激励方法的具体应用,暂时没有形成体系化的科技园激励机制优化策略。本文从大学科技园实际情况出发,在借鉴西方科技园激励理论的基础上,试图设计出更加适合我国大学科技园的激励机制。本文分为五个部分,第一部分提出问题,阐述建立大学科技园激励机制的背景和意义,并提出研究路线和研究方法;第二部分理论综述,对大学科技园激励体制的相关概念进行界定,概述了激励机制的类型,人性假设研究,西方及我国对激励机制研究的述评。第三部分现状分析,对我国大学科技园激励体制建设的发展历程、取得的成效进行描述,找出我国大学科技园激励机制存在的问题;第四部分解决问题,通过借鉴国外先进的激励机制,提出适合我国大学科技园的激励机制重建优化方案;第五部分总结,对全文进行概括总结。

【Abstract】 Incentive mechanism research is the development of management theory important results, with the incentive mechanism is applied more and more in organization management, it is becoming more and more important, an organization incentive mechanism is good or bad, to a certain extent in the representative to the organization’s overall management level.University Science Park is a high school production and research work for the core body, along with the University Science Park construction and development pace is accelerated ceaselessly, garden of University Science and technology incentive mechanism optimization problem has become the research focus. The superior departments in charge of the University Science Park development seriously very much, also on the University Science Park has put forward higher requirements. China University Science and technology park after more than 20 years of development, management system has been initially improved, but the garden of science and technology incentive mechanism basically still follow the traditional personnel incentive mechanism. Along with the system reform of colleges and universities and Science Park research work unceasingly thorough, the original personnel incentive system has been unable to meet the needs of the development of science and technology park. Garden of University Science and technology to seek greater development, must solve good mechanism innovation question, through the introduction of market-oriented operation management mode innovation, greater use of the market in allocating resources to the basic role.Through the improvement and optimization of University Science Park, incentive mechanism, can arouse workers of science and technology actively, make full use of the existing resources, is conducive to the establishment of scientific and technological achievements into incentive mechanism, enhance the performance of garden of science and technology and management level, promote higher school science and technology achievement transformation and industrialization. On the improvement of higher school serving local social economy ability has very important theory significance and the practical significance. The domestic scholars on the study of incentive mechanism mainly concentrated in state-owned enterprises and the management of the civil service incentive mechanism, incentive mechanism of Science Park research focused on incentive method specific application, do not form the system of science and Technology Parks incentive mechanism optimization. This article from the garden of University Science and technology actual condition sets out, draw lessons from western science and Technology Park Based on the stimulation theory, tries to design a more suitable to China’s University Science Park’s incentive mechanism.This paper is divided into five parts, the first part put forward the question, elaborated establish garden of University Science and technology incentive mechanism background and significance, and puts forward the methods and courses of study; the second part theory, to garden of University Science and technology incentive system concepts, summarizes the types of incentive mechanisms, the hypothesis of human nature study, Western and our country on the incentive mechanism research of. The third part present situation analysis, on China University Science Park incentive system construction of the development process, the achievements are described, find out our country university science and Technology Park incentive problems; the fourth part of the solution, through drawing lessons from foreign advanced incentive mechanism, put forward to fit our country university science and Technology Park incentive mechanism reconstruction optimization scheme; fifth summary to the full text, sums up.
