政府公共关系与政府公共危机管理能力提升的互动研究

【摘要】 2003年发生的非典标志着中国政府危机时代的来到。随着经济和政治全球化进程的不断加快,公共危机已成为当今世界所共同面临的问题之一。公共危机发生时,政府在危机前、危急中、危机后的一举一动都会受到公众的极大关注,政府如何提升公共危机治理能力不仅关系政治经济的稳定和发展,而且关系到政府在民众心中的公信力和影响力。本文以2010年发生在甘肃舟曲的“8.7”特大泥石流公共危机为分析案例,从各级政府在运用公共关系进行公共危机管理的角度出发,针对政府公共关系职能对政府公共危机管理的作用进行全过程的互动分析,并结合我国各级政府利用公共关系进行公共危机管理中的现状、特征及普遍存在的问题,提出相关建议对策、总结经验教训和得出启示。

【Abstract】 The crisis era of the Chinese government comes when the SARS occurred in 2003. With the development of the conomic and political globalization, Public Crisis has become a problem which we must be faced in the world today. When Public crisis occurres, the government before the crisis, crisis, the crisis of the movements of great concern by the public, the Government how to improve the governance capacity of public crisis, not only political and economic stability and development, but also to the government in the public mind credibility and influence. Based on the "8.7" large debris flow public crisis taking placing in Gansu Zhouqu in 2010, and from the point of governments at all levels using public relations to deal with public crisis management, the paper analyzed the role of government public relation functions in the government public crisis management, summarized the status, the characteristics and the existing problems in the public crisis management using public relations by governments at all levels, and finally put forward the related recommendations and countermeasures..
