【摘要】 突发公共事件发生后,政府应当及时、客观、准确、全面地向社会发布消息。第一时间抢占突发公共事件话语主动权,正确有力地引导舆论,是快速平息事态、稳定社会情绪的关键所在。近年来,我国突发公共事件呈现出多发易发、后果严重、波及面广等特点,给人民生命财产安全带来了重大伤害,严重影响了我国经济社会发展和政治社会稳定。提高突发公共事件的舆论引导能力,是摆在政府公共管理面前的一个重大课题。大量实例证明,妥善处置突发公共事件的一个关键措施,就是正确引导舆论;舆论引导能力的大小,很大程度上决定了事件处置的成功与否。目前,我国政府处理突发公共事件过程中,在舆论引导方面还不同程度地存在着信息发布不够及时准确、与媒体沟通机制不够健全、应对舆论危机措施不够得力等问题。针对这些薄弱环节,政府应着重加强突发公共事件的信息发布工作,提高与新闻媒体的沟通交流能力,健全网络舆论引导机制,提高自身公信力,从而为快速稳妥地处置突发公共事件奠定坚实基础。更多还原

【Abstract】 After the public emergency occurs, government should release the comprehensive news to the general public in time, objectively and correctly. To take the immidiate discourse power and lead public opinion to the correct direction hold the key to easing the situation rapidly and stablizing social emotion. In recent years, China’s public emegency has poped up quict frequently with serious consequences in a wider range. It severely endangers people’s lives and property safeties, and affects economic and social development, and the political and social stability of China. It is proved that the key measure to handle public emergencies is to properly guide public opinion to the correct direction. The capability in this regard can determine the outcome of the event to a large extent. Currently Chinese government is confronted with following defects in handling public emergencies, inadequate, untimely or incorrect news release, imperfect communication mechanism with media, and incapable measures taken in face of media crisis, to name just a few. To takcle the above mentioned weaklinks, government needs to improve the guiding mechanism of network media and try hard to win public trust, so as to consolidate the foundation for rapid and proper handling of public emergicies.更多还原
