【摘要】 政府信息资源的开发和共享是电子政务建设的重要内容,随着我国社会的发展和电子政务建设的深入,我国对政府信息资源共建共享的要求越来越高。然而,与此同时,我国在政府信息资源共享中却遇到了一系列的问题,极大的阻碍了我国政府信息资源共享的顺利、快速发展。本文首先较为系统地介绍和总结了国内外政府信息资源共享的研究成果,界定和分析了政府信息资源和政府信息资源共享的分类、相关概念及理论。然后介绍和总结了国内外政府信息资源共享的实践进展,介绍和探讨了国外几个政府信息资源共享建设较好的几个国家的政府信息资源共享情况,并总结和提出了这几个国家成功因素。通过对山西省和应县政府门户网站进行网络调研来探讨、了解我国政府门户网站的建设情况,并从公共服务、信息资源配置等角度分析了我国政府信息资源共建共享实践中遇到的问题,分析和提出了造成这些问题的障碍因素。在第五章本文根据政府信息资源共享的问题和障碍,构建了科学合理的政府信息资源共享模式,将政府信息资源共享模式分为四种模式：政府信息公众开放平台、政府信息资源增值服务、标准共享数据中心、政府业务流程智能管理系统。本文在第六章提出了科学合理的共享保障策略,从政府统一管理、宣传引导、政策法律保障等角度提出了支持政府信息资源共享模式顺利运行的共享策略,旨在丰富和完善我国电子政务信息资源共享的理论研究,进一步促进电子政务环境下政府信息资源共享的实践发展。更多还原

【Abstract】 Government information resources development and sharing is an important part of e-government. As China’s social development and deepening of e-government, our resources sharing of government information have become increasingly demanding. However, at the same time, China’s information resources sharing in the government have encountered a series of problems, which greatly hinder the smooth and rapid development of the sharing of government’s information resources. This paper systematically introduces and summarizes the domestic and foreign government information resources sharing research results, define and analyze the government information resources and other related concepts and theories and classify the resource sharing of government information. Then This article introduced and summarized the domestic and foreign government’s progress in the practice of sharing information resources, presentations and a few of the foreign government information resources sharing in several countries which have build a better sharing of government information resources, and to review and make several success factors of these countries. Through online research to Shanxi Province and Yingxian government portal, we can explore and understand the construction our government portal site. This article discuss the problems encountered in practice of sharing of government’s information and analysis the barriers for these problems from public services, information and resource allocation point. According to the Government information resource sharing problems and obstacles in Chapter, we build a scientific and rational mode of government information resource sharing. This model are divided into four modes:platform of government information that open to the public, government information resources value-added services, standard shared data centers, government intelligence business process management system. In ChapterⅥ, we bring up the scientific and rational protection strategy of sharing of government’s information. This article put forward the sharing strategy from unified management, publicity and guidance, the angle of protection policies and laws to support smooth operation of the Government Information Resources Sharing, designed to enrich and improve the theory of sharing of e-government and to further promote the practice of sharing information resources development in e-government environment.更多还原
