金融危机下中国能源政策选择研究

【摘要】 虽然金融危机表现在金融市场,但其来源和归宿都必定是实体经济。在全球性以金融危机为主线的经济危机的条件下,能源问题已经超出了传统意义上单纯的经济发展变量问题,而日益成为当前国际政治和国家问关系的一个非常重要和敏感的议题。在美国推出能源新政之前,欧盟、印度等重要经济体基于自身能源安全、可持续发展及能源产业竞争力目标,先后提出了新的能源政策框架。金融危机之后,二者继之修订之前的能源政策框架,各自推出面向低碳经济新秩序的新能源发展规划,确保国家竞争优势的延续。次贷危机的爆发与美国自由资本市场的内在不稳定性、美联储错误的政策以及过于宽松的监管不无关系,但究其根源,是美国现行经济增长方式难以为继的后果。美国认识到要走出危机,需要从重振美国实体经济着手,并为此推出了旨在重振美国制造业,建立美国主导的低碳经济新秩序的能源新政。国家的方针政策常常被视为维系一国发展方向、速度和成功的关键,能源政策也不例外。能源政策被重视、研究,并变为指导能源发展的指南。能源政策左右着能源发展速度、能源结构变化、能源发展模式、能源技术的研发等一系列重大问题。能源安全,尤其是其中最重要的石油安全,已经成为国家安全最为重要的安全领域。能源短缺已成为我国城乡经济发展的瓶颈。因此,探究国家能源政策的变化,无疑有很重要的战略与现实意义。而中国能源政策的系统化、规范化、合理化,都必须是战略性、组合性的。因此,立法性刚性政策和市场调整如何结合,必将是最为艰巨的任务和目标；在国际和国内两个领域,都还有漫长的路要走。更多还原

【Abstract】 Though the financial crisis in the financial market, but its source and destination were is the real economy. in the global financial crisis in for one in charge of the economic conditions, energy question is beyond the traditional sense of economic variables, and becoming the present international political and countries with a very important and sensitive topics.In the united states introduced the energy, the european union and india important economies based on their own energy security and sustainable development and energy and industrial competitiveness in a new energy policy framework. the financial crisis which the amendment before the energy policy framework, each with the low carbon and economic order new energy development plans and ensure that the national competitive advantage of continuity. The spreading subprime mortgage crisis of the capital market and the freedom of the internal instability, the fed wrong policies and too loose supervision had something to do, but in its root causes, of the current economic growth mode unsustainable consequence. the united states acknowledges to go out of crisis, we need to reinvigorate the united states from the real economy and to set out is to reinvigorate the american industry, the united states of the establishment of a low-carbon energy in the new economic order.National policy are often referred to as to sustain the development direction and speed and the key to success, energy policy is no exception. energy policy is, research and development guide to the guidance of energy. energy policy on developing speed, energy, energy structure change, energy mode of development, energy technologies to develop a major problem. energy security, especially among the most important is the security and national security has become the most important security. Energy shortage has become china’s urban and rural economic development bottlenecks. therefore, at the national energy policy changes, there is certainly very important strategies and practical significance. but china’s energy policy, standardized, rational, it must be a strategic and combinations of legislation. therefore, gender policies and the market adjustment rigidity, how will be the most difficult tasks and goals; in the international and domestic two areas, are still a long way to go.更多还原
