【摘要】 近年来,随着城市的发展和经济总量的快速增长,我国城市的机动车保有量呈现出快速增长的趋势。特别是在城市的中心区,“停车难、乱停车”这个问题表现的日益突出。停车难,主要是因为历史“欠账”太多。目前我国大中城市停车难的严重状况,既有管理体制、管理手段的问题,也有停车政策和规划技术上的问题。当前急需参照发达国家的先进经验,从政策和规划入手,探讨解决城市停车问题的途径和方法,并将此理论和方法应用到实际建设中去。本文分析了一些发达国家在停车场规划和管理方面的经验,对城市中心区公共停车设施规划理论进行了初步探讨。分析了我国城市中心区公共停车设施供需矛盾；评价了公共停车设施的评价指标体系；提出了城市停车场规划的主要方法,并且对于关键技术给出了解决方案,总结了公共停车需求的影响因素,分析了停车的预测方法；探讨了公共停车设施的供给策略和布局规划的基本原则。在理论研究的基础上,本文针对深圳市宝城片区进行了公共停车场的总体规划。对宝城片区公共停车设施的现状进行了调查和评价,一方面从停车设施的类型、分布等角度进行分析,另一方面,选取若干典型评价指标,开展停车设施使用特征的调查。选定停车设施需求预测模型,以交通调查基础数据为基础,进行了停车需求预测,根据宝城片区的自身特点,确定适当的停车设施供应策略和停车发展目标,进行了公共停车设施布局规划。更多还原

【Abstract】 In recent years, with the development of the city and the rapid growth of the total economy, China city of motor vehicle quantities presents the fast growth the tendency. Especially in the city center, "parking, disorderly parking" increasingly prominent manifestation of this problem. Parking, mainly because of historical "greatly" too much. At present our country cities parking serious condition, both the management system, management problem, also have parking policy and planning of technical problems. The current need advanced experience of developed countries, from the policy and planning, discusses the urban parking problem solving ways and methods, and will this theory and method applied to actual construction.This paper analyzes some developed countries in the parking lot planning and management, experience in public parking facilities in urban central district planning theory is also discussed. Analyzes the public parking facilities in the city downtown of the contradiction between supply and demand; Evaluation of public parking facilities evaluation index system; Put forward the main method of urban parking planning for key technology, and provides a solution, summarized the influence factors of public parking demand, analyzes the forecast method, and parking Discusses the supply of public parking facilities layout planning strategy and the basic principles.Based on the study of the theory, the paper discusses the shenzhen treasure city area the overall planning of public parking lot.
