滨海湿地保护区与港口的生态相容性研究

【摘要】 航运的发展促进了港口的大规模建设,使得一些滨海湿地保护区的边缘地带也出现了港口。港口的建设会给滨海湿地保护区带来什么样的影响,如何平衡经济发展与生态保护,从而规划港口建设使其借用湿地环境创造最大的经济价值而不伤害“湿地”,是值得关注的问题。本文构建了滨海湿地保护区与港口的生态相容性测评模型。湿地保护区与港口的生态相容性作为模型目标层,外部压力、服务功能、生态景观、生态健康、区域承载力及生态系统风险这6个指标作为模型准则层,以及17个中间层指标,51个底层指标;并给出了生态相容性判别标准。本文提出的生态相容性模型,在将指标作相应的调整后,也可应用到其他环境区与建设项目之间的相容性分析。在生态相容性测评模型基础上,结合生态相容性判别标准,应用层次分析法(AHP)对各层指标进行权重分析,选取非污染类货运型港口作为一个例子来进行数据计算;选择鸭绿江滨海湿地自然保护区和已建设港口——丹东港作为案例分析,应用突变评价法及相应研究年限的数据搜集,得出了研究年限保护区与丹东港的生态相容性数值,评价了丹东港的建设与运营对鸭绿江保护区的影响程度。

【Abstract】 The Shipping development promoted large-scale port construction, especially on the edge of Coastal Wetland Nature Reserve. What kind of impact the port construction will bring on the Coastal Wetland Nature Reserve, and how to balance economic development and ecological protection when using wetland, so as to create the biggest economic value and not hurt "wetland", are deserved scholar to concern.This paper constructs an eco-compatibility evaluation model between Coastal Wetland Nature Reserve and port construction. The target layer is eco-compatibility between Coastal Wetland Nature Reserve and port construction, in which six aspects are included as following: external pressure, ecological service functions, landscape assessment, ecological health, regional carrying capacity evaluation and ecological system risk evaluation, and 17 middle layer indicators,51 bottom layer indicators; The paper also gives the judgment standard of eco-compatibility. The eco-compatibility model, proposed by this paper, after adjusting the index can also be applied to analysis eco-compatibility between other environmental areas and construction projects.Based on eco-compatibility evaluation model, combined with the judgment standard, using the analytic hierarchy process (AHP) to analysis the weight, chooses a non-polluted cargo port as an example to assign each indicators and calculate the eco-compatibility value; Choosing the Yalu River Coastal Wetland Nature Reserve as a research area, by the use of catastrophe theory evaluation method and the corresponding data collection of research year, it is concluded that the eco-compatibility of research year between the study area and Dandong Port which is already exist, and gives an assessment of the influence degree on the study area from the construction and operation of Dandong Port.
