【摘要】 中国改革开放以来,经济和科技进步有了很大发展。城乡二元经济结构还没有改变,地区差距扩大的趋势尚未扭转,农村在教育、医疗、社会保障等方面与城市存在较大差距,农业、农村、农民问题已成为制约我国经济可持续发展的重要因素。城乡收入差距较大的问题,已经成为我国急待解决的难题。因此,我们需要采取措施来平抑城乡收入差距。这不仅是实现我国社会公平、经济协调发展的需要,也是开发巨大的农村消费市场潜力,保持我国经济持续快速发展的客观要求。在当前的形势下研究这个问题具有很强的现实性和紧迫性。本文中将从政策体制、教育、社会保障、农业生产、农民工转移等不同视角,对造成城乡收入差距的社会背景原因进行分析探讨,了解我国目前缩小城乡收入差距所面临的严峻挑战。本文共分为六个部分。第一部分:阐述社会公平的基本理论,分析公平的指标构建,指出注重社会公平是构建和谐社会的重要条件,也是马克思主义政党的本质要求。第二部分:指出城乡收入差距演绎进程及现状,提出城乡收入差距过大将阻碍经济的发展的观点。同时,它也会成为和谐社会中的不稳定因素,这为研究城乡收入差距问题提供社会背景和奠定理论基础。第三部分:在公平视角下,对城乡收入差距过大的原因进行分析,指出维护社会公平的相关政策措施实施滞后和不到位,导致经济高速发展。社会公平问题却不断呈现且有愈演愈烈之势,在这种情况下,从和谐社会角度的角度出发,指出构建平等的社会机制显得愈发重要。第四部分:通过分析城乡收入差距的进一步扩大对社会公平的负面影响,指出社会不公将阻碍经济建设的发展,加剧社会分层,市民众产生仇富或其它社会不平衡心理等一系列社会问题,危害和谐社会。第五部分:借鉴国内外缩小城乡收入差距问题的对策,增加农民收入,统筹城乡发展的对策。第六部分:基于公平视角提出缩小城乡收入差距的对策建议,提出发展农村经济、转移农村劳动力的可行性建议。更多还原

【Abstract】 Since China introduced reform and opening policies, it has made headway in economic, scientific and technological development. The dual structure in urban and rural economy has not yet been changed, the gap between regions is still widening. There is a large gap between cities and countryside in education, medical, social security, the problems facing agriculture, rural areas and farmers, which have become the key factor restricting China’s sustainable development of economy. One of the pressing issues facing our nation today is the large income gap between urban and rural areas. So we should take some measures to shorten the income gap between urban and rural areas. It can not only realize the social justice and the coordinated development of economy, but also open up the huge rural markets and keep the rapid and sustainable development of our country’s economy. That is to say, the urgency of the situation requires such a study about the above problems.In this paper, I will analyze the social background which leads to the large income gap between urban and rural areas. I think the social background includes the policy system, education, social security and agricultural production and migrant workers. Thus we can know to eliminate the issue of the income gap between between urban and rural areas is a severe challenge to China. This paper is divided into six parts.Part one: State the basic theory of the social justice and analyze how to establish the social justice, which is not only an important factor to the harmonious society but also an essential requirement of Marxism party.Part two: State the process and existing circumstances of income gap between urban and rural areas. In my opinion, a huge income gap between urban and rural areas will block the economic development and become an unstable factors in harmonious society. This will provide a social background and theory basis for this problem.Part three: On the basis of justice, analyze the reason why the income gap between urban and rural areas becomes larger and larger. The rules which maintain the social justice are not perfect, leading to the development of the economy at a relatively high speed. The issue about the social justice becomes increasingly intense. In this case, from the point of the harmonious society, the establishment of a fair social mechanism is extremely urgent.Part four: Through analyzing the bad consequences of the large income gap between urban and rural areas, I will put forward that the social injustice will block the development of the economy, accelerate the social stratification, produce the imbalanced psychology. This all will do harm to the harmonious society.Part five: We can learn from the measures of foreign countries to shorten the income gap between between urban and rural areas. We can try the best to increase the farmers’income and plan the development of the countryside and cities.Part six: On the basis of justice, I will propose some measures to shorten the income gap between between urban and rural areas. Give realistic suggestions to develop the rural economy and remove the labor force of the countryside.更多还原
