沈阳庄盖高速公路戴峪岭2号隧道施工阶段风险评估研究

【摘要】 高速公路建设项目是国家基础建设项目的重要组成部分,其施工安全性要求比较高。然而高速公路隧道作为高速公路建设项目的重要组成部分,高速公路隧道的安全风险管理就是更为重要,由于具有施工难度大、技术要求高、建设周期长、投资额度大、涉及因素多等特点,从而使得整个高速公路隧道项目建设过程充满着大量的不确定性风险因素,所以在高速公路隧道施工过程中可能就会随时出现安全风险事故。如何对高速公路隧道施工阶段进行风险评估,从而进行更有效的风险管理,最终提高高速公路隧道施工的安全性。这就是一个值得我们急需解决的问题。本文针对我国高速公路隧道工程施工过程中风险管理问题,在公路隧道风险评估研究和实践上都比较薄弱的情况下,展开对高速公路隧道施工阶段风险评估的理论研究和应用探讨。本文首先介绍了国内外高速公路隧道风险评估研究现状,接着又阐述隧道风险管理的必要性,用实际地质勘测法和专家调查法做了隧道工程施工风险因素收集,再用风险核对表法和专家调查法对高速公路隧道工程项目风险进行识别研究,辨识出隧道工程项目相关的全部风险因素。经过项目管理者筛选建立该隧道工程项目的风险评估指标体系,最后运用事故树风险分析法对高速公路隧道进行风险评估研究,制定预防高速公路隧道风险的应对方法和监控措施,最终达到实现对风险进行实时监控的一种动态化风险管理,即在隧道施工的每一个阶段都不断的进行着风险计划、识别、估计、评价、应对和监控。本文是以沈阳庄河至盖州高速公路第九标段戴峪岭2号隧道为实例,通过对戴峪岭2号隧道施工阶段风险因素收集和辨识,建立风险评估指标体系,进行风险评估研究,研究分析得出关于该隧道施工风险的监控措施与应对方法,采用监控量测和地址雷达对该隧道进行时时跟踪了解,对出现的风险问题采取及时的措施。最后实践结果表明该监控措施与应对方法的科学性和有效性。

【Abstract】 Highway construction project is a key component of the infrastructure construction project, it needs relatively high construction security requirements. However, the Highway Tunnel Project as an important part of the Highway construction project, the Highway Tunnel safety risk management is more important, due to its construction difficult, technically demanding, long construction period, the larger investment, widely involving factors and other characteristics, so the full of a lot of risk factors and uncertainty may be occurred in the whole Highway Tunnel construction process, the security risk accident will be appeared in the whole Highway Tunnel project construction process at any time. How to do the Highway Tunnel construction phase risk assessment and make more effective risk management to ultimately improve the safety Highway Tunnel. This is a worthy urgent problems.In this paper, the Highway Tunnel project construction process risk management problems and the risk assessment of the Highway Tunnel theory study and practice are relatively weak, under the circumstances, starting the theory research and application of the Highway Tunnel construction phase risk assessment. This paper introduces the domestic and international Highway Tunnel risk assessment research status, then explained the necessity of the Tunnel risk management, with the actual geological surveying and expert surveying doing the collection of the Tunnel project construction risk factors, and then using the risk checklist method and expert investigation to make the Highway Tunnel project risk identify research, identifying all the Tunnel project related risk factors. After project manager’s screening, establishing the risk assessment index system of the Tunnel project, finally by using the Fault tree risk analysis to do the Highway tunnel risk assessment study, making the response methods and controlling measures to prevent Highway Tunnels and risk, and ultimately achieve the goal that A real-time monitoring risk and dynamic risk management, that is, making risk planning, identification, estimation, assessment, response and monitoring in every Tunnel construction stage. This article taking The Shenyang Zhuanghe to Gaizhou Highway Ninth Section’s Dai Yu Ling 2 Tunnel for example, through collecting and identifying Dai Yu Ling 2 Tunnels construction phase risk factors and establishing the risk assessment index system to do risk assessment research. The research has analyzed that the response methods and controlling measures of the Tunnel construction risk, and using monitoring and measuring and the address radar to keep track of the tunnel from time to time, taking timely measures to the emerging risks. Finally, the practice shows that the controlling measures and response methods are scientific and effective.
