县级10kV配电网的供电可靠性分析

【摘要】 随着国民经济和信息技术的飞速发展,人民生活水平的不断提高。社会对电力的需求量及电能质量的要求也更上一个台阶。配电系统作为电力系统与用户最直接的部分,其供电可靠性的高低直接反映整个电力工业的整体水平,所以越来越受到各供电部门的关注和重视。长期以来也是各国电力学者及专家致力研究的方向,其目的就是为了能给电力客户提供更为安全可靠的电力供应,从而获得最佳的经济和社会效益。但目前我国对供电可靠性的研究侧重于评估算法,提高供电可靠性的方法研究没有得到应有的重视。随着“十一五”电力规划期的结束,电力的供求矛盾得到一定程度的缓解,规划改造区的配电网供电可靠性已经提升到较高的水平。面对即将来临的“十二五”电力规划,各电力部门都应做好准备,因为届时对配电网的供电可靠性水平将会有更高的要求。本文的撰写是建立在江西省《进贤县城区“十二五”配电网规划及2020、2030远景目标》的基础上,从理论研究和实际应用两方面展开。首先从我国县级10kV配电网的运行特点入手,主要分析了影响县级10kV配电网供电可靠性的因素和研究了评估指标体系的内容;再结合进贤县实际电网的运行状况,利用改进的二进制粒子群(PSO)算法对进贤县10kV配电网的原型系统进行了网络优化,确定合理的开关位置;利用基于分块等值的改进失效模式和效果分析(FMEA)的评估算法对滨湖Ⅰ线配电系统进行可靠性指标优化,确定影响供电可靠性的关键指标;通过在进贤县负荷密度较大的地区新建1座110kV变电站,以适应进贤县未来负荷的发展。最后,针对我国县级10kV配电网普遍存在供电可靠性低的问题,提出了综合性措施,可为改善县级10kV配电网供电可靠性的措施提供参考。

【Abstract】 With rapid development of the national economy and information technology, as well as the improvement of people’s life-quality, the demand for electricity and quality of the power has been requirement more. As one part of the whole power system, distribution system is the most close to customers, whose power supply reliability directly reflects the overall level of the power industry, and so it pays more attention by the power supply departments. For a long time, it’s also committed to the direction of research for power academics and experts, the purpose of which is given much safer and more reliable power supply to power customers, and then, that will achieve the best economic and social benefits. At present, our country focuses on assessment of the algorithm for research of power supply reliability, but the method of which didn’t get the due attention. Along with the end of "11th five-year" period for electric power planning, power supply and demand contradiction get some degree of relief, with power supply reliability to a higher level in the planning and rebuilding area. Facing to the imminent "12th five-year" electric power planning, each power department should make good ready, because the level of power supply reliability will have higher requirement.This paper is based on《Planning of Distribution Network in JinXian county at "12th five-year " and vision in 2020 to 2030》in JiangXi province, which contains "theoretical research and practical application. It firstly introduces operation characteristics of 10kV distribution network, mainly analyzes the influence factors and the content of reliability evaluation index for 10kV distribution network. Then, practical grid in JinXian county is combined in this paper. The method called improved particle swarm optimization is used to JinXian 10kV prototype system to determine the reasonable position of the switch. At the mean time, it uses a kind of algorithm, called Failure Mode and Effect Analysis (FMEA), based on improved block equivalent about the reliability of 10kVdistribution system to optimize the reliability index forⅠline of Binhu in JinXian county, which is to find out the key index of the network. A new 110kV substation will be built in load concentrated area in order to adapt to the development future of JinXin. Finally, aim at the common the problem of the low 10kV power supply reliability in our county, it puts forward the comprehensive measures and can be use to provide a reference for improving the reliability of 10kV distribution network in county.
