【摘要】 海洋,承载着神秘与激情的“蓝色沃土”,有多少浪漫的爱情故事与惊险的传奇探险发生于此,令一代又一代的小说家、探险家、科学家以及无数怀有求知渴望的人深深向往。好奇引发求索,试错导向征服,人类历史的发展过程深刻印证着人类从认识、适应海洋到征服、改造海洋的艰辛历程,在人类与海洋的无限次重复博弈中,每一次向海洋迈出的一小步无不蕴含着人类不知多少代人的梦想和无数失败中总结出的智慧结晶。当时空跨越到21世纪,海洋并没有因为岁月的变更而变得暗淡无光,反而却越发地泽泽生辉。人类与海洋的关系从没有像现在这样的紧密相连,海洋已经成为人类进一步生存发展的崭新空间,海洋资源开发必将引领人类社会向更新更远的广阔空间迈进。中国是兼具陆地性和海洋性的发展中大国,海洋是中国未来经济发展的重要空间,是实现可持续发展的物质保证。海洋经济必将是未来国民经济持续发展的强劲发动机。对于海洋资源的开发利用必须遵循市场导向、政府引导、因地制宜、有序有度地原则,以保障海洋经济的顺利开展,提供国民经济增长的持久动力。海洋经济是以海洋产业的形式表现出来的,人类对海洋经济的认识首先是从海洋产业开始的。由于人类对海洋资源的系统开发时间较短,尚未形成一套完整的开发体系,导致海洋资源遭受越来越多的无序和过度开发,急需建立一套行之有效的海洋产业开发体系。建立产业开发体系,首先必须充分认识海洋产业发展的特点,把握海洋产业发展的脉搏,找出海洋产业发展的规律。海洋产业演进路径不同于传统的陆地产业演进路径,而有其特殊性。本文从这一特殊性入手,深入探讨海洋三次产业演进路径特殊性表现的表现及形成原因,进而建立分析矩阵探寻海洋三次产业真正的演进特点,最后提出不同产业类型的管理侧重点。本论文第一章明确选题的目的和研究意义;第二章论述国内外关于产业结构演进以及海洋三次产业结构演进相关文献综述;第三章总结海洋产业的特点,从劳动力和产值两个方面理论与实证论述海洋三次产业结构演进的特殊性表现;第四章从三次产业分类方法的特征问题、海洋产业成熟度问题、海陆关系及海洋地位问题论述海洋三次产业结构演进特殊性的原因,并以实证数据加以佐证;第五章提出以难易度、急需度为总体框架的产业结构演进的分析矩阵,分析归纳出五种主要的海洋产业的演进路径,并用这五种演进路径粗略描述海洋三次产业结构演进的一般性规律,最后提出不同海洋产业类型管理的侧重点;第六章对上述研究进行归纳和总结,指出海洋产业政策管理必须转变过去的认识偏差,探寻与海洋三次产业发展相适合的政策,提出需要进一步研究的改进方向。更多还原

When time across the 21st century, Marine and not because of years of change and become gloomy, but they become increasingly ze ze unripe brightness, the relationship between human and ocean never like now such are closely linked, Marine has become the survival and development of human further new space Marine resources development, human society is sure to lead to update the vast space farther forward.China is a land of sexual and maritime concurrently developing country, the sea is China’s future economic development space, it is the material guarantee sustainable development. The Marine economy will national economic sustainable development is the future of strong engine, for the development and utilization of Marine resources must follow the market direction, the government guidance, adjust measures to local conditions, orderly regularly, in order to ensure to principles of Marine economy develop smoothly, provide lasting power national economic growth. The Marine economy is the form of Marine industry, to show understanding of the human Marine economy from the first Marine industry began. Because humans to Marine resources system development time is short, have yet to form a complete set of development system, lead to the Marine resources by more and more chaos and excessive development, it is urgent to establish a set of effective Marine industry development system. To build industry development system, we must first fully understanding the characteristics of Marine industry development, grasp the pulse of the Marine industry development, and find out the rules of the development of the Marine industry.Marine industry evolution path is different from traditional industry evolution path, and land, this paper has its particularity from the particularity of Marine three times, deeply discuss the particularity of industry evolution path performance and performance reasons, then to establish analysis matrix exploring Marine three industry real evolution characteristics of different industries, and finally put forward emphases type of management.
