江苏省秸秆资源评价与规模化能源利用发展研究

【摘要】 能源是国民经济和社会发展的重要物质基础,保证能源供应的安全已成为社会经济发展的重要因素之一。自70年代的世界性能源危机以来,世界许多国家越来越重视生物能和生物燃料的开发利用,生物质资源作为可再生能源在未来的能源结构中将占有重要的地位。近年来,随着我国社会经济持续快速的发展,许多地区都出现了电力供应紧张的现象,江苏省尤为严重。充分合理地利用好省内丰富的农作物秸秆资源是解决江苏省能源紧缺问题的有效途径。本课题在秸秆资源调查与评价理论的指导下,根据历史资料和实地调查获得1999年—2009年江苏省各县市各种农作物产量,通过相应草谷比及可收集系数计算,得到1999年—2009年江苏省秸秆理论资源量和可收集资源量;重点分析了2009年江苏省秸秆资源的分布及利用现状;采用灰色预测系统理论模型GM(1,1)对未来十年江苏省秸秆理论资源量、可收集资源量进行了预测;结合世界银行《江苏省生物质能资源调查、评估与规划》项目,建立了秸秆资源规模化能源利用技术综合评价的指标体系,运用层次分析法,对秸秆发电、秸秆固化燃料和秸秆气化技术进行了综合评价,对江苏省秸秆资源能源规模化利用的发展趋势进行了分析,根据江苏省苏南、苏中、苏北三大区域秸秆资源条件,提出秸秆资源规模化开发利用的发展重点和产业布局,提出未来5-10年建设秸秆发电厂、秸秆气化集中供气站、秸秆固化燃料加工点的布点和规模。本研究较全面地分析了江苏省农作物秸秆资源量、秸秆资源分布的现状,研究了秸秆资源规模化开发利用的未来发展,为促进江苏省农村经济的发展和环境的改善,提高秸秆资源的综合利用程度提供了基础;为政府有关部门制定秸秆资源利用的发展目标,推进秸秆能源规模化发展提供了决策依据;为引导投资商充分合理利用江苏省农村秸秆资源提供科学依据。

【Abstract】 Energy is the important material base of the national economic and social development. The energy supply security has become one of major factors of social and economic development. Since the world energy crisis in the 1970s, many countries have paid more and more attention to the exploitation of biomass energy and bio-fuel. And what’s more, biomass as renewable energy resources will occupy an important position in future energy structure. In recent years, with the rapid economic development in our countries, many areas have emerged electricity in short supply, especially Jiangsu province. So it is an effective way to solve the problem of energy shortage effectively, that this passage uses plenty of straw resources fully and reasonably.This subject is based on the guidance of the theory of survey and assessment. And according to historical records and investigations from 1999 to 2009, this study got various crops’ output in every region of Jiangsu province. Also by the calculation of the ratio of straw to grain and collection coefficient, it is successful to get theoretical output and collected output of the straws. This passage is on the analysis of the actual use state and distribution of straw resources in 2009. And GM(1,1)model is the eventual adoption to predict straws’ theoretical output and collected output in Jiangsu during next ten years. Referring to the project "Biomass Energy Resoures, Assessment and Programming in Jiangsu Province", it established the index system in straws’ scale-up utilization technology. With the AHP, it got comprehensive evaluation on the technology about biomass power generation, straw solidification as fuel and straw gasification, and the analysis on the trend of the scale-up use of straw energy. According to conditions of straws resource in each region of Jiangsu, this passage bring out the key development and the structure of industry about straws’ scale-up utilization. And also, it put forward the arrangement and scale of biomass power generation, straw gasification station and working points of straw solidification as fuel in future 5 to 10 years.This study analyzes the actual state of straws’ units and distribution roundly, and discusses the future of straws’ scale-up utilization, which provide a foundation for improvement of the rural economic and straws’ comprehensive utilization. In addition, this passage provides development goals of straws’ utilization for relevant government and supplies some suitable policy recommendations for straws’ scale-up development. Finally, we hope to put forward scientific evidence of straws’ scale-up utilization for investors in Jiangsu.
