【摘要】 改革开放30多年以来,我国的社会建设事业不断推进。新型农村社会养老保险制度的建立,是解决广大农村居民养老问题,完善我国社会保障制度,促进社会公平正义,构建社会主义和谐社会的制度保证。新农保试点运行一年多,在取得良好成效的同时,也不断地暴露出一些问题和矛盾,尤其是农民参保意愿低已成为困扰新农保顺利推进的关键性障碍。本文基于福建省晋江和龙海两地市农民的参保意愿的调查,通过分析不同地区的个人特征、家庭特征、对新农保的认同度等变量对农民参保意愿的影响,结果显示,两地市农民在参保意愿上表现出显著差异。诚然,新农保制度还处于初步试点运行阶段,碰到困难和障碍不可避免。本文力求在对实际调查数据的分析归纳中探讨影响农民参保意愿的主因,剖析新农保运行过程中存在的主要问题与障碍,探索提高农民参保积极性的可行性对策建议。期望新农保在全面获得农民的认同和支持的基础上,走得更好更远。更多还原

【Abstract】 Since the reform and opening for over 30 years, the cause of social construction has been constantly advancing. A new rural social endowment insurance system’ establishment is to solve the problem of rural elderly, improve China’s social security system, promote social fairness and justice, and to build a harmonious socialist society.During the past one year, although the pilot operation of new rural social endowment insurance has achieved good results, many problems continue to appear, especially the low participating willingness, which influences the development of new rural social endowment insurance. Based on the investigation of famer’s willingness in Jinjiang and Longhai in Fujian Province, This thesis analyses the influential factors of peasants’ endowment, including the personal characteristics, family characteristics, identities about new rural social endowment insurance in different areas. The study shows: there are highly apparent effects on peasant’s willingness of endowment patterns in different areas.Admittedly, new rural social endowment insurance system is still in the initial stage of the pilot operation. It is inevitable to encounter the difficulties and obstacles. The thesis tries to discuss the main influential factors, analyzes the main problems about the rural social endowment insurance, and finally explores the countermeasures of improving the peasants’ willingness. Hopes that the new rural social endowment system keeps in full access to farmers for the recognition and support, and on the basis of that, it can go farther.更多还原
