【摘要】 在党的十六届四中全会上,胡锦涛同志做出了“两个趋向”的重要论断：“纵观一些工业化国家发展的历程,在工业化初始阶段,农业支持工业、为工业提供积累是带有普遍性的趋向；但在工业化达到相当程度以后,工业反哺农业、城市支持农村,实现工业与农业、城市与农村协调发展,也是带有普遍性的趋向。”①“两个趋向”是世界各国推进国家现代化过程中普遍遵循的规律。进入新世纪,我国总体上已进入了工业反哺农业,城市带动农村的新阶段。因此,2005年10月11日,党的十六届五中全会通过的《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》,提出了要建设一个“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的社会主义新农村的重大历史任务。坚持以马克思主义哲学的视角,观照社会主义新农村建设,具有很强的理论和现实意义。本文对我国当前社会主义新农村建设进行了比较系统的研究：首先,从人与人、人与自然、人与社会三个方面分析了当前我国社会主义新农村建设存在的主要矛盾及形成原因；接着,从建设新农村与构建和谐社会关系的角度阐明了建设新农村是构建和谐社会的重要基础和内在要求,提出了以建设社会主义新农村为载体解决农村发展过程中不和谐的矛盾和问题,推进构建和谐社会主义新农村；最后,指出了在新农村建设的全过程,必须以科学发展观统领新农村经济社会发展全局,只有做到第一要义是发展,以人为本为核心,全面发展为要求,持续发展为导向,统筹兼顾为方法,才能推进社会主义新农村建设步入全面、协调、可持续的科学发展轨道。更多还原

【Abstract】 In the fourth plenum of the party,HuJintao made two important conclusion about "two trends", in some industrialized countries development process, agricultural support for industry and provides industry with up with a universal trend in the initial stage,but a degree in industrial, industrial giving support to the agricultural, industrial and agricultural,city and rural achieve sustainable development which is universal trend."Two trends" is the common laws which all contries to push forward modernization. In the new century,China has entered new stage which industrial giving support to the agricultural and city promoting rural. October eleventh in 2005, the sixteenth session of the fifth plenary session of the communist party put forward a proposal about national economic and social development of the eleventh a five year plan’s proposal which to construct a new socialist countryside that production and life for the development of civilization, neaty countries and management of democracy. Sticking to the marxist philosophy and then considering the construction of the new countryside has a theory and realistic significance.This paper mades more systematic study about current construction of the new rural in China,first, this paper analysis the principal contradiction and cause of the new rural construction from human, nature and society aspects,second, it clarifies the new rural construction is not only an important infrastructure and inherence request to build harmonious society but also a carrier to solve disharmony problems in the process of new rural construction,at last,this paper points out must to achieve the scientific development,must allover,harmoniously and continually develop,according to laws and taking man as foundation,only in this way can press forward the socialist new rural construction into a comprehensive and coordinated, sustainable development.更多还原
