高校学科团队带头人评价体系构建研究

【摘要】 随着科学技术和经济的飞速发展,国家对于高素质人.才的需求越来越大,所以对于高等学校的要求也随之提高,这就要求高校应加快学科建设和科学研究队伍建设的步伐,不断培养出高素质的人才。而学科团队带头人对高校学科发展和科研水平的提高,以及凝聚科研队伍有着非常重要的作用,对学科团队带头人的培养、使用与评价成为当前我国高校普遍关注的问题。因此建立一个科学的高校学科团队带头人评价体系势在必行。本文在现有教育评价理论和人力资源理论的基础之上,根据我国高校学科团队带头人的特点,分析了高校学科团队带头人评价的现状,通过对其评价现状的归纳和质量分析,采用德尔菲法、层次分析(AHP)、模糊综合评价法和理论分析等方法,建立数学模型,对高校学科团队带头人评价指标权重进行科学量化,构建了科学、客观、全面的高校学科团队带头人评价体系。并提出了科学合理的高校学科团队带头人评价体系实施的保障措施。对提高我国高校学科团队整体素质有所参考和帮助,最终从根本上提高我国高校的核心竞争力和国际地位。

【Abstract】 With the rapid development of science and economic, China’s demand for high-quality talent is growing right along with it. Therefore, to meet this growth, the requirements for colleges and universities are increased, which requires colleges and universities to accelerate the pace of the building of academic and scientific research, and cultivate the high-quality talents constantly. Research leader plays an important role in the development of colleges and universities disciplines and in the improvement of the level of scientific research, so how to develop, use and evaluative the discipline leaders has become the common concern of Chinese colleges and universities. Thus, the establishment of evaluation system for the leaders in discipline-team is imperative.Based on the theory of education evaluation and human resource, this paper, according to the characteristics of the discipline leaders in colleges and universities, analyzes the status of evaluation for the leaders in discipline-team of colleges and the quality of evaluation. Considering the results of analysis, this paper builds mathematical model to quantify the weights of evaluation index for the discipline leaders by using Delphi method, AHP, fuzzy comprehensive evaluation method and theoretical analysis method, and construct a scientific, objective, comprehensive evaluation system for the discipline leaders in colleges and universities. And then, this paper puts forward scientific and rational countermeasures for the implementation of evaluation system of the discipline leaders in colleges and universities. Which is helpful for China’s universities to improve the quality of discipline-team, and ultimately to improve the core competitiveness and international status of colleges and universities.
