【摘要】 在推动经济全球化的各种力量中,FDI作为资本和要素的国际供给者,给发展中国家带来了就业、税收、出口和经济增长。正处于工业化大力发展时期的江苏省,资本等要素的投入和积累在相当长的时期仍将是推动其经济发展的关键因素。然而,在借助FDI的资金、技术和管理方式等促进经济发展的同时,江苏省也面临越来越严重的环境恶化等问题。与此同时,低碳经济作为一种全新的发展模式,已经成为当前国际社会研究的热点之一,随着其发展,必将重塑一国或地区的竞争力,其产业的发展将迎来新一轮的调整。目前,新兴产业、节能减排、绿色贸易壁垒等已开始影响各类经济活动主体。因此,外资的引进策略也必然随之调整。本文将围绕在经济低碳化这一背景下对发展绿色外资一系列问题展开系统研究。本文第一章是绪论部分,主要阐述了研究目的和意义,对国内外有关FDI与环境问题、FDI战略等理论研究和实证研究的现状进行了梳理,并提出本文的研究内容和思路。第二章主要介绍了低碳经济、绿色投资、绿色外资的相关概念与引资战略的理论基础,并提出了一些传统的引资战略。第三章则通过数据和图表客观地分析了江苏省引进FDI的现状、特征以及对其碳排放进行评估。在此基础上,利用Eviews5.0等计量经济学软件对江苏省碳排放与FDI在规模、产业结构、区域等相关性进行了实证分析,进一步明确了发展绿色外资的重要性。接下来,第四、五章在实证分析的结论,以及对国内外经济发展形势的把握等基础上,提出了江苏省发展绿色外资的一些战略以及实施路径和保障措施。最后一章,对全文进行了总结。本文通过对FDI与碳排放的实证研究,结果表明：总体上江苏省FDI促进了碳排放的增加。因此,要积极调整江苏现行的外资战略,加强低碳型绿色外资的引进,促进产业升级,实现江苏省经济和社会的可持续发展。更多还原

【Abstract】 As an international provider of capital elements, FDI, the main force of promoting economic globalization in various factors, has promoted the growth of employment, taxation, exports and economic growth in the developing countries. Jiangsu province is now on the road striving for industrialization so the investment and accumulation of capital remains the key factors that promoting its economic development in a long term. In spite of the economic development with the help of FDI in capital, technology and management methods, Jiangsu Province also faces with increasingly serious environmental problems such as environmental degradation. At the same time, low-carbon economy, a new development model, has now become the focus of attention of the international community as its development will bring restructuring in industries and new competitiveness to a country or region. At present, emerging industries, energy conservation and trade barriers has begun to affect the main economies. Therefore, the introductions of foreign investment policy are bound to be adjusted according to the change. This article will focus on the systematic study of a series of issues arising in the development of green foreign investment under low-carbon economy background.As the introduction part of this article, the first chapter focuses primarily on the purpose and significance of this research, and on the summary of current domestic and foreign researches on FDI and environmental problems, FDI strategy through theory or empirical analysis, and puts forward the content and ideas of this article. The second chapter introduces not only the related concepts such as low-carbon economy, green investment and green foreign investment but also the theoretical basis for attracting foreign investment, and some traditional strategies are provided to attract foreign capital. The third chapter objectively analyses the current situation of FDI import, characteristics, and assesses the carbon emissions in Jiangsu Province through data and charts. Then, on this basis, the this chapter uses econometric software such as Eviews5.0 to conduct an empirical analysis of carbon emissions and FDI in Jiangsu Province in terms of the correlation among size, industry structure, and region, and so furtherly clarify the importance of green foreign direct investment development. Next, on the basis of the findings of empirical analysis, as well as the situation of domestic and overseas economic development, the fourth chapter and the fifth chapter propose some strategies and implement paths and safeguards for developing green foreign direct investment in Jiangsu Province. The final chapter is a summary of the full text.Based on the empirical research of FDI and the carbon emissions, the results show that FDI in Jiangsu Province contributes to the increase in carbon emissions on the whole. Therefore, to achieve the sustainable development of economy and society, Jiangsu government should actively adjust the current foreign investment strategy and strengthen the introduction for low-carbon foreign investment and promote industrial upgrading.更多还原
