建设项目应急管理模式研究

【摘要】 建设行业在国民经济中具有重要地位,但在建设项目进行过程中却一直存在事故高发的现象,严重损害了行业的外部形象,危害了公众、企业和社会的利益。应急管理是一个比较新的研究领域,引起国内学者关注时间不长,其关注层面主要在公共安全领域,研究对象主要针对自然灾害和非人为因素灾难,对于经济生活领域的应急管理关注较少,相关理论文献也很少,所以在工程建设项目中开展应急管理研究工作是十分必要的。在大量文献综述研究的基础之上,将项目管理与应急管理联系起来,给出了建设项目灾难和建设项目应急管理的概念,明确了它们的区别、联系、机理以及影响因素,给出了建设项目应急管理体系的五个层次,建立了基于“三阶段”理论的应急管理模式,并重点对模式的运行流程等进行了分析与讨论。最后对建设项目应急管理过程能力评价问题进行了研究,建立了基于灰色层次分析法的管理过程能力评价模型。在建设项目管理过程中开展应急管理意义重大,将有助于为企业提供开展项目灾难事故应急工作的理论依据,有助于提高企业的综合管理水平,有助于企业、公众和社会的和谐与稳定,也有助于项目层面的应急管理理论的拓展。希望所做的研究能够为建设项目应急管理工作提供一种参考。更多还原

【Abstract】 Construction industry occupies an important role in the national economy,but the existence of so many accidents in the course of construction project has been seriously impairing the image of the industry and harming the interests of community, enterprises and social. As a new research direction, emergency management has been concerned for a not long time in our country, scholars mainly focus on the public security areas for the natural calamities, but the industry disasters are ignored and almost without relevant research on the construction project emergency management, so it’s necessary to have a study of project emergency management.On the basis of reviewing mass references and summaring the research situation both at home and abroad, combined the theory of project management and emergency management, put forward the fundamental conception of construction project disaster and construction project emergency management, clarified their differences, connections, mechanism and impact factors, gave the five-hierarchy of construction project emergency management system, put forward the "Three-Stages" construction project emergency management mode, then mainly build the running system. Finally, the article researched the evaluation method and developed the AHP-GREY evaluation modle.It’s is of the utmost importance to carry out emergency management in the course of construction project management.It will hele to supply theoretical foundation for enterprise carrying out project disaster emergency work, improve the level of comprehensive management, make the public, enterprise and society harmonious, also be helpful for the development of project management theory.
