【摘要】 农民群众是我们党执政的重要基础,也是党领导的中国特色社会主义事业的重要依靠力量。中国共产党历来高度重视农村思想政治工作。农村思想政治工作在我国革命、建设、改革的各个历史时期都发挥了重要作用,是我们党的优良传统和政治优势,是党领导人民取得胜利的一条成功经验。如何将思想政治工作与社会主义新农村建设有机结合起来,充分发挥亿万农民建设新农村的主体作用,对促进农业发展,维护农村稳定,增加农民收入,具有十分重要的意义,并必将深刻影响社会主义新农村建设的未来和全面建设小康社会目标的实现。本文正是在社会主义新农村建设的时代背景下关注农村思想政治工作,并从农村思想政治工作机制创新这一角度展开研究的。文章共分三个部分：第一部分,考察中国共产党农村思想政治工作机制的历史演进和美韩日等国农民教育情况,总结其历史经验和成功做法,分析其对社会主义新农村思想政治工作的启示；第二部分,分析当前社会主义新农村建设时期农村思想政治政治工作面临的有利形势和严峻挑战,针对工作机制存在的主要问题,多角度寻找问题的原因,指出机制创新的必要性、可能性和紧迫性；第三部分,从农村思想政治工作机制创新总体思路出发,比较系统地探讨农村思想政治工作机制创新,包括领导组织机制创新、投入保障机制创新、教育引导机制创新、激励约束机制创新、预警控制机制创新、评估检验机制创新等。更多还原

【Abstract】 The vast peasantry is an important foundation for our party. It Is also the cause of socialism with Chinese characteristics under the leadership of the communist party of china. The Communist Party of China has always attached great importance to the Ideological and political work. For different times of China’s revolution, construction and reform, the ideological and political work in rural areas plays an important role, which is the party’s fine tradition and political advantage. That is a success experience for the party leading the people to gain the victory.How to let the ideological and political working join in the new socialist countryside is very important, which decides the socialism new rural reconstruction future. It will be deciding the comprehensive construction well-off society. Displaying trillion farmers to construct the new countryside, it will be promoting the agricultural development, maintaining the countryside to be stable, increasing the farmers’income.This article pays attention to the innovative mechanism of rural ideological and political working. It is divided into three parts. The first part, we will inspects the mechanism historical evolution and US, South Korea, Japan educates and summarize successful enlightenment experience. The second part, with the union socialism new rural reconstruction time background, we all analysis the work mechanism, and we point out the mechanism innovation’s necessity, the possibility and the pressing. The third part, embarks from the old mechanism for discussing the leadership organization mechanism innovation, the investment safeguard mechanism innovation, the education guidance mechanism innovation, the drive restraint mechanism innovation, the early warning control mechanism innovation and so on.更多还原
