【摘要】 土地是人类赖以生存和发展的重要物质基础，是不可再生的有限资源和宝贵财富，当今人类社会面临的人口、资源、环境等重大问题无不与土地有关。随着社会与经济的快速发展，城市人口的增多，建设用地的需求急剧增加，土地供需与经济发展的矛盾日益突出；2007年7月，全国第二次土地调查全面开展，目的就是为了全面查清全国范围内土地利用现状和权属状况，掌握确切的土地基础数据，建立和完善土地制度，实现土地资源信息的社会化服务。结合“3S”技术开展农村土地利用现状调查、土地变更调查以及农村土地利用数据库的建设，是全面、准确、及时地了解土地利用现状，实现土地资源信息共享和土地科学管理的基础。本文结合临川区第二次农村土地调查、土地变更调查与遥感监测的实际工作经验，通过查阅国内外相关学者的研究理论，采用理论结合实际的方法，对县级农村土地现状调查、数据库建设及质量控制进行详细的阐述。主要成果如下：1、详细介绍第二次农村土地调查的技术流程，对获取遥感数据、DOM制作、遥感影像解译、外业调绘、数据处理、土地利用数据库的建设以及数据库变更进行实践探讨，分析这些过程中遇到的问题及提出解决方法。2、探讨土地调查中数据处理的一些关键技术：例如数据格式转换、坐标系统的转换，介绍空间分析方法以及基于MapGIS平台的区与区叠加分析，提取变化量。3、详细介绍土地调查中的误差来源，具体分析每个过程中数据质量问题的来源，并提出质量控制方法，着重介绍了遥感影像解译、数字化以及数据处理的质量问题，有针对性地提出相应的技术方法进行优化控制。4、参考第二次农村土地调查数据库质检软件的缺陷等级，采用因素成对比较法结合特尔斐法（专家分析法）确定评价元素的权重，提出顾及土地精度要素的加权平均缺陷扣分法，并对数据库成果进行质量评价，结果表明，质量控制较为理想。更多还原

【Abstract】 Land is the important material base for human’s survival and development, which islimited non-renewable resources and precious wealth. There is a relationship betweenpopulation, resources, environment and land. With the rapid development of society andeconomy, urban population is increasing, the land for construction demand is increasing,the conflicts between economic development and the supply for land will be more andmore serious; In July,2007, the second national land survey comprehensively carry out,inorder to know the status and ownership condition of land in our country, grasps the exactland based data, establish and perfect the land system, realize the socialization of landresource information service.It is comprehensive, accurate, timely to understand the current use of land resources,Combined with “3s” technology to launch the investigation of the rural land use status,land change survey and the construction of rural land use database, it is foundation to sharethe information of land resources and land scientific management.Based on the secondsurvey of rural land, land change and remote the actual working experience of sensingmonitoring in Linchuan, also read academic research theory of domestic and foreign,Combined the theory with practical method, describe the rural land using in county, thedatabase construction and quality control detail. Here are my achievements:1, Introduction about the second rural land survey of technology process, obtainingremote sensing data, DOM production, interpreting RS, outside survey, data processing,construction of the land use database and database alteration to carry on the practice,analysis these problems and the solution in the process.2, Discuss some key technologies of the land survey data processing,for example,data format conversion, coordinate system conversion, introduced spatial analysis methodand based on MapGIS platform district superposition analysis, extraction variation.3, Introduction of the error sources in the land survey, specific analysis data quality problem, in the process.The quality of the source control methods, interpreting RS, digital,and the data processing is the Key issues,Also,I put forward my opinion in thecorresponding optimized control technique.4, Reference the database of software defect levels in the second rural land survey,combining factors paired comparison with Delphi method (the expert analysis method)todetermine the weights of evaluation elements, and puts forward the apllicant land precisionelements weighted average defects, and evaluate quality of the results of database pointsmethod.As a result, the quality control is more ideal.更多还原
