党政领导干部绩效考核研究

【摘要】 本文主要探讨党政领导干部绩效考核的理论和绩效考核的方法。首先分析了目前政府部门绩效的国内外现状及其绩效考核对于政府部门的重要用。接着分析绩效考核理论这一块,主要从绩效考核的流程入手,以便操作为目的,包括明确评价目的,确立考评内容,获取评价信息,形成值判断以及最后的绩效审计。再次对政府部门考评内容进行了详细的绍,政府部门绩效主要从政府管理的效率与资源利用的角度,分为政府部门行政效率,政府部门的行政效能,政府部门的行为成本三个方面。在具体的政府部门绩效考评方法与模型中,综合了这三个方面的内容,在绩效考评理论的指导下展开。本论文用到的数学与管理知识,DEA方法、360度绩效考评法、标杆管理、主成分分析法、数据包络分析(DEA),提出了基于标杆管理的DEA算法来考评政府部门绩效,并最后提出了对策建议。

【Abstract】 A country or region’s economic development can’t without the support of capital. Along with continuous development and deepening of economic globalization, foreign direct investment’s role in promoting a country or region’s economic development becomes increasingly evident. Recognizing this fact, many countries and regions participate in the competition of attracting foreign investment. For the investors, how to choose the investment environment in order to obtain expected investment return, and attractors how to play their advantages and improve weaknesses of their investment environment in order to obtain the favor of more foreign capital, becoming a hot spot in today’s world. Before investors choose place to invest and attractors improve their investment environment, both need to analyze and evaluate corresponding investment environment, thus make more accurate judgments and actions, Therefore investment environment’s evaluation and construction is an essential aspect in promoting economic development
