【摘要】 随着我国市场经济的不断深化,经济飞速发展的同时,也带来了贫富分化加剧等现实问题,弱势群体在社会立足充满困难。关注公共政策、关注社会弱势群体是全社会的责任,协调公众利益,平衡社会资源是规划师的职责所在。虽然我国已有城市总体规划、控制性详细规划等法律认可的规划控制手段,但是同时,这些规划也因其自身技术原因,对弱势群体和公众利益的保障上,缺乏直观性、高效性和操作性。城市设计是有关城市体型和空间环境的重要规划控制方法,然而空间本身并非是人为技术的营造结果,它实际上是一系列连续的社会、经济、政治活动在城市地域上的三维投影和反映。这也表明,合理完善的城市设计,从三维的空间形态直接入手,能够为相关的社会群体提供更直观的设计影响介入,更直观高效地控制城市发展,保障城市健康发展,维护弱势群体利益。换言之,城市设计为公共政策和其受众间搭起一座有效的桥梁。本文分析公共政策所保障的弱势群体的构成与他们的需求,并针对各类人群提出城市设计各个阶段的控制方法,同时,分析城市设计控制的手段的自身优势、劣势,同时引入公众参与机制,完善城市设计,保障城市设计成果有效实施。本文对现代城市设计发展与控制进行系统性研究,借鉴和学习西方经验并用于本国实践。从现代城市设计特征以及我国实际发展需求出发,总结归纳出操作性较强的城市设计控制手段。变传统被动的景观设计为主动的公共政策导引,将设计语言更多、更好地转变为政策语言,以更有效地实现设计的理念及目标。更多还原

【Abstract】 With the deepening of China’s market economy, rapid economic development, but also brought practical problems such as increased differentiation between rich and poor, vulnerable groups in society based fraught with difficulties. Concerned with public policy, concerned about the vulnerable groups in society is a society’s responsibility to coordinate the public interest, balance of social resources is the duty of planners. Although China has the overall urban planning, controlled detailed planning, and legal recognition of planning controls, but at the same time, these programs because of its own for technical reasons, the interests of vulnerable groups and the public protection, the lack of intuitive, efficient and operating of.Urban design is the city size and the space environment on the importance of planning control, but space itself is not a man-made technology to create results, it is actually a series of successive social, economic, and political activities in the urban area on the three-dimensional projection and reflection. This also shows that a reasonable good urban design, three-dimensional space form directly from the start, to provide for the relevant social groups involved in a more intuitive design influence, more intuitive and efficient control of urban development, protect the healthy development of cities, to maintain the interests of vulnerable groups.In other words, public policy and urban design among its audience effectively erected a bridge.This paper analyzes the public policy to protect vulnerable groups, composition and their needs, and urban design for all types of people in various stages of the proposed control method, while the analysis of urban design control of the means of their own strengths, weaknesses, while the introduction of public participation mechanisms, improve urban design, urban design to protect the effective implementation of the results.In this paper, the development of modern urban design and control of systematic research, to learn from Western experience and for their practice. Characteristics of modern urban design and development of China’s actual needs, summarized the operational control of a strong urban design tools.
