基于效益的摩托化步兵旅训练经费分配研究

【摘要】 本文以摩托化步兵旅为例,分析了当前训练经费分配中的问题与困难,说明对训练经费进行合理分配规划的迫切需求和实践意义。经费分配是各种机构组织所面对的共同问题,通过对国内外文献资料的研究,本文总结阐述了经费分配的一些理论与方法,并根据这些方法的特点,分析了它们应用于部队实际的不足。在此基础上,本文提出了基于效益的训练思想并建立了以战斗力为核心的训练效益体系。经费分配应该与训练效益挂钩,因此本文建立了基于效益的摩托化步兵旅训练经费分配模型。该模型的总效益函数由战斗力、广度因子和一致性因子构成,综合考虑了当前和长远的经费分配,它是一个多目标多层次的整数非线性规划模型。首先,经过分析综合,本文建立了战斗力的评价指标体系,其中子单位战斗力包括软实力和硬实力,由战斗精神指数、指挥能力指数、打击能力指数、机动和防护能力指数、信息和保障能力指数等组成。这里,引入层次分析模型对战斗力进行衡量,确定五个因素的相对权重,然后对五个不同指标进行归一化处理,加权求和作为衡量战斗力的指标。其次,为了保证综合战斗力,摩托化步兵旅各子单位都应有相应的训练经费,在每个子单位都保持一定的训练经费份额。本文引入广度因子的概念把保持一定的训练经费广度作为第二个目标。它体现了长远规划的考虑。本文引入惩罚因子函数实现对训练经费广度的限制。再次,为了保持摩托化步兵旅战斗力的连续性和对子单位训练经费申请的一定认可,本文提出一致性的目标,即要求最后的分配尽量维持与往年分配数和子单位申请数的一致性。本文使用偏离程度来对一致性因子进行衡量。最后,本文采用加权法将综合求解上述三个目标的问题转化为单目标整数规划问题,使用LINGO软件求解。本文将该模型应用到某摩托化步兵旅训练经费分配中,进行了实证验证研究,并对分配结果进行了合理化分析,对该摩托化步兵旅提出相关建议。

【Abstract】 This thesis take the motorized infantry brigade as an example; analyze the problems and difficulties in the allocation of army training funds, indicating the urgent needs and the major significance of a reasonable allocation of army training funds. The allocation of army training funds is the common problem of various institutions and organizations. This thesis collects the current literatures and summarizes the theories and methods of funds allocation, and analyzes the disadvantages of these theories and methods’application in army.This thesis proposes the fight efficiency-centered army training index, based on the concept of efficiency-centered theory. The allocation of army training funds should be linked with the training efficiency, according to this idea, the efficiency-centered funds allocation model of motorized infantry brigade is built up. The general efficiency function is consisted of fight factor, breadth factor and consistency factor, which considers the current and long-term allocation of funds. It is a multi-level, multi-objective nonlinear integer programming model.First, after an integrated analysis, a combat evaluation index is built up, which include soft and hard power. These two powers are consisted of information index, command capability index, firepower index, mobility & protection index and logistics indexes. The AHP model is used to determine the five factors’weight, and then the normalization of five different indexes is taken. We take the weighted sum of indexes as the measure of fight effectiveness of each sub-unit.Secondly, in order to ensure integrated fight ability, each sub-unit of the brigade should have the appropriate training funds. This thesis introduces the concept of the breadth factors; take the breadth of training funds as the second target. It reflects the long-term planning considerations. The penalty factor function is introduced to achieve the breadth of training funds.Thirdly, in order to maintain the consistency of motorized infantry brigade’s training funds and the approbation of sub-units’training fund applications, the object of consistency is proposed in this thesis, which means the final allocation should match the number allocated in previous years and the number of sub-units’applications as much as possible. The deviation of training funds is used to measure the consistency factor. Finally, the linear weighting method is used to convert the above three objectives into a single objective integer programming problem, and solving it with the LINGO software.This model is applied to the training funds allocation of a certain motorized infantry brigade. Based on the model’s result, the recommendations to party committee of this brigade are proposed.
