【摘要】 随着互联网的迅速崛起,网络论坛如雨后春笋般纷纷出现。它的出现给了公民一个公开发表言论的机会,在某种程度上成了监督政府工作,促进政府官员转变作风,增进官民沟通的对话平台。网络论坛中的政府与公民互动具有成本低、效果好、便于公众参与等诸多优点。但是由于受到网络空间的数字鸿沟、群体极化、沉默的螺旋等因素的影响,以及受到政府应对网络舆论手段不够成熟有效等现状的制约,其互动过程仍需进一步规范和完善。本文借鉴参与民主理论,并参照政治沟通理论、政策议程理论以及治理与善治等理论,介绍了公共网络论坛兴起及发展状况,将政府与公民互动过程中公共网络论坛的角色定位为:公共的话语空间、舆论的形成途径以及舆论监督的阵地,同时分析了公共网络论坛中互动过程的影响因素。在此基础上,文章的主体部分当中,本文以上海“钓鱼执法”案和杭州飙车案为例,描述了公共网络论坛的基本组织结构设计,阐述在此组织结构下,政府与公民互动过程的六个相互衔接的阶段,包括:话题的发起和确立、网络信息传播、网络媒体与传统媒体的互动、舆论压力的形成、政府回应过程、互动的发展与消落,并分析在此互动过程中政府以及网络论坛中个体的角色定位。最后,本文试图总结以上互动过程中存在的问题,并提出构建我国政府与公民良性互动机制的构想。更多还原

【Abstract】 Public Network Forum emerged quickly as development of the Internet. Public Network Forum provides an opportunity for expressing by the public. To some extent, it also supervises government work, improves government officials ethnics, be convenient for public participation, and etc. However, network space, government lacking the mature tools of managing the network public opinion, group polarization, Silent Spiral, and many other factors impact the government take use of mature approaches to react the public network opinion. The interaction between government and the citizens through network still need regulation and perfection.This dissertation takes democracy theory as foundation, compares with political communication theory, policy agenda setting theory, governance and good governance theory, introduces the emergence and development of network public opinion and defines the role of public network forum in the process of interaction between government and the citizens. The role is the public opinion space, approaches of public opinion establishment, and the basement of public opinion supervision. This dissertation also analyzes the influent factors of public network opinion. Based on that, the main parts of the dissertation study the“Shanghai Illegal Transportation Issue”and“Hangzhou Drag Racing Issue”as cases, and descript the basic functional structure of public network forum. Under this structure, the interaction between government and the citizens includes six stages, as follows: topic confirmation, network information communication, interaction between network media and traditional media, public opinion pressure establishment, government reaction, interaction development and fade-out. This dissertation also analyzes the role of government and individuals of in network forum in the process of interaction. Finally, this dissertation concludes the problems in all above and creates an effective interactive mechanism between government and the citizens.更多还原
