【摘要】 伴随着社会民主政治的进步和网络传播的发展,政府职能也逐步向服务型、透明型、法治型转变。近年来,各级政府越来越多的与网民直接对话,通过网络问政平台引导网络舆论,政府网络新闻发言人制度也正是在这样的背景下产生。本文首先通过对政府新闻发言人制度与政府网络发言人制度的比较研究,理清政府网络发言人制度中的有关概念、特点、主体和功能,探讨政府网络发言人制度的产生及在发展中的实践。其次,对政府网络发言人制度彰显出的对话式民主模式进行分析,深刻阐释政府网络发言人制度在对话式民主构建上的意义与影响。第三,借鉴新制度经济学的研究方法,从纯理性的角度来考察政府行为,论证政府网络发言人制度发展中的一些制约因素。最后,运用机制的有效性理论,研究我国政府网络发言人制度的改进和完善路径,即加强相关立法建设、强化新闻发言人队伍的专业化建设和对媒介素养的全面提高。研究认为,政府网络发言人的出现与发展顺应了新媒体时代的发展要求,在对话式民主的构建中具有重大的进步意义。但是,要使政府网络发言人形成制度化,成为民主政治模式中的重要方面,还需要在观念及机制建设上进行改革和完善,研究最后对政府网络发言人制度的合理运行、持久发展、规范操作等提出了意见建议。更多还原

【Abstract】 With the advancement of social democratic politics and network communication, the government gradually changes to a Service-oriented government , a Transparent type government and a law-oriented government. In recent years, governments at all levels take more and more direct dialogue with the Internet users, through the network platform to guide the network of public opinion in politics. In this context , the network spokesman for govemment system appeared.In the first part of this paper, the author compares the government spokesperson system with the network spokesman for govemment system. And sort out related concepts, features, subject and functions of the network spokesman for govemment system , then explore how did the system produce and development in practice . Secondly, in order to interprete the influence caused by the network spokesman for govemment system , the text analysises the conversational democracy highlighted by this system deeply. Thirdly , learn from research methods of new system economics, the text examines government actions from a purely rational point of view , and demonstrates constraints in the development of this system.Finally, using the validity theory , this text explores for how to improve the network spokesman for govemment system in our country , namely , strengthening relevant legislation, strengthening professional construction of spokesman team and enhancing their medium accomplishment.Studies suggest that the emergence and development of the network spokesman for govemment system conforms to the development requirements of the new media age, and makes great progressive significance to the construction of conversational democracy. However, to institutionalize the network spokesman for govemment system and become a important aspects of the democratic political model, politicians should reform construction of the concepts and mechanisms in improvement of the system.
