滨海新区轨道交通站点周边土地利用开发策划要点研究

【摘要】 成长期的滨海新区,定位于以大运量的轨道交通为骨干的“公交都市”。以政府经营的社会效益和经济效益为最终目标,以轨道交通规划为依托,构筑“多组团-网络化”城市格局,加快形成公共交通系统,科学地策划开发土地,使土地收益增值平衡轨道交通建设资金,激活站区周边区域经济发展,形成区域经济联动发展态势。本文针对具有良好发展势头的滨海新区,建设轨道交通、提升公交系统的紧迫性,加快区域经济联动发展的必要性,及破解轨道建设资金困局的目的性,重点介绍并研究国内外大城市轨道交通站点周边土地利用的理论和实践,吸纳宝贵经验,结合滨海新区实际,从经营的角度分析研究轨道交通枢纽站点周边土地利用开发策划要点,在天津市域Z2轨道线滨海站周边土地利用开发策划方案中落实。其中以定性和定量分析为主,介绍站区地块城市设计方案的同时,探索滨海新区轨道交通投融资模式,即“轨道+物业”的开发模式,提出先试先行的建议及必须面对和解决的几个问题。

【Abstract】 Growth stage of the Binhai New Area, located in a large volume of rail transit asthe backbone of the "transit city." The government-run social and economic benefitsfor the ultimate goal, to rely on rail transportation planning to build "multi-group -network" city structure, accelerate the formation of public transportation systems,scientific planning of land development value of land revenue balance of rail transportconstruction funds, the activation of regional economic development around thestation area, the formation of regional economic linkage of development.This paper has a good momentum of development of Binhai New Area,construction of rail transportation, the urgency of the public transportation system toenhance and accelerate the need for joint development of regional economy, and breakthe deadlock in orbit purpose of construction funds, focusing on domestic andinternational cities and to study the orbital Traffic around the site of the theory andpractice of land use and absorb valuable experience, combined with the actual BinhaiNew Area, from the business point of view of rail transport hub around the sitedevelopment plan land use elements of rail line in Tianjin Binhai station Z2 domainsurrounding land use and development planning programs in the implementation.Qualitative and quantitative analysis which mainly describes the station area UrbanDesign program at the same time, explore the Binhai New Area Rail TransitInvestment and Financing, the "rail + property" development model, first put forwardthe recommendations of the first trial and to face and solve several problems.
