【摘要】 《中华人民共和国政府信息公开条例》正式颁布之后,政府信息公开工作进入了一个新的时代。利用信息技术和计算机网络构建一套服务于政府信息公开的技术平台,利用此工作平台形成制度化的工作机制,使得信息公开依制度、按流程工作,必将为整个政府信息公开工作提升一个新的高度。因此,探讨政府信息公开平台系统在政府公开系统的应用有着重要的现实意义。本文设计并实现了一个基于B/S架构的政府信息公开平台。本平台设计实现了五个子系统:信息公开目录与指南系统,市级行政职权资源库系统,依申请公开管理系统,效能监察系统和系统管理子系统。其中,信息公开目录与指南系统包括向信息使用者提供政府信息查询、检索和定位的服务,通过交换体系获得其它部门的共享信息;市级行政职权资源库系统是对存储于资源库中的事项资源进行管理、维护和更新;依申请公开管理系统,实现各级政府和单位面向公众的依申请公开;效能监察系统负责对各应用单位从内容审核到发布的各项活动的电子监察;系统管理子系统,负责对前台各项应用的设置及后台工作流程和权限等的设置。系统实现后,通过一年多来的实际的应用,对部分功能模块进行了改进,目前运行比较稳定。结果表明,本文所提出的系统实现在功能和性能上能够基本满足市、县、乡三级政府共用的政府信息公开平台的基本要求,具有一定的理论和现实意义。更多还原

【Abstract】 After《PEOPLE’S REPUBLIC OF CHINE RULE OF GOVERNMENT DISCLOSURE OF INFORMATION》publication, we will coming to the e-government information public departmentalism "age". Using information technology and computer network to construct a set of service on the disclosure of government information technology platform, using this platform of institutionalized formation mechanism, make public information system, according to the work in process, and will work for the government information publicity ascend to a new height. Therefore, the disclosure of government information platform system in government public system has important practical significance.Designed and implemented based on B / S architecture platform for government information. The platform implements the five subsystems: the information public directory and guide system, the municipal library system resources, administrative authority, upon application, public management systems, performance monitoring systems and system management subsystem.
