【摘要】 建设创新型国家是我国新世纪的发展目标。这个目标的实现依赖我国创新体系中各个层次自主创新能力的提高,来源于高校、研究机构和企业的持续的研究与开发活动。研发活动是企业乃至国家竞争的源泉。而研发的成效不仅仅在于研究与开发投入的增加,更在于通过科学的研究与开发管理方法提高研发绩效,实现研发目的。技术创新是源于技术推动与市场拉力的综合,而研发活动则是实现技术推动的主要途径。本文以研发管理和技术创新理论为基本理论,以天津电源研究所为研究对象,通过实证分析的方法,对该研究所的研发管理机制和技术创新机制进行了案例研究。第一章首先对天津电源研究所进行了介绍,重点介绍了研究所研发管理的发展历史。提出了文章的研究背景。然后对研发管理和技术创新管理进行了理论分析,着重提出了研发管理的发展阶段理论。第二章对研究所研发机制进行了分解式分析,通过对该研究所的研发战略构成、研发机构和运行模式、研发项目类别和流程管理、研究室管理机制、研发绩效管理等方面分析,整体上反映了该研究所研发管理机制的特点,同时结合研发管理发展阶段模型,对该研究所研发管理机制进行了评价。第三章在对研发管理机制分析的基础上,进一步对研究所在技术创新方面进行了补充分析,初步了解了该研究所的技术创新方法和能力。第四章是本文的结论部分。通过对研究所研发管理机制和技术创新管理机制变革的必要性和方向进行分析,提出了研究所研发管理和技术创新发展对策和措施。更多还原

【Abstract】 Building an innovative country is the development goals of our country in the new century. It depends on the capabilities of all aspects in the country’s innovation system, including the sustained R&D activities from universities, research institutions and enterprises. Whereas the fruits of R&D not only result from the increasing investment on R&D itself, but also from enhancing the R&D management through scientific management methods. The integrating between the technology promotion and market pulling give the sources to Tech innovation, but the R&D is the primary way to the Tech innovation.Basing on the theory of R&D and Tech innovation management, this paper has study the R&D and Technology innovation management in the Tianjin Institute of Power Sources(TIPS) by using empirical way.The chapter one introduced the TIPS interlay, specially introduced the development history of the R&D management in TIPS. It is the background of this paper. And then, chapter one quoted the theory of the R&D and Technology innovation management, emphasized the theory of the development history of R&D and Technology innovation management. Chapter two analyzed some main aspects of the R&D management mechanism in TIPS, including its R&D strategy formation,R&D origination and running mode, the sorts and process management of R&D, lab management mechanisms, performance management of R&D. The analysis reflected the main characteristics of the R&D management mechanism in TIPS. At the same time, according the development-stage of the R&D management, the study conducted the R&D management mechanism of TIPS. On the basis of chapter two, chapter three mainly had a additional analysis on the technology innovation. It gave us an initial understanding of the methods and capabilities of Tech innovation. Chapter four is the conclusions section. It give the necessity and directions for changes of the R&D and Tech innovation management. In the end, the paper raised the development strategy and measures for the R&D and Tech innovation management of TIPS.更多还原
