【摘要】 我国中小型会计师事务所作为中小企业的一份子,在我国市场经济中所占的比重比较大,地位也越发的重要,并且对国民经济的发展起着一定的推进作用,成为我国市场经济中不花费国家财富并且维护经济发展的经济警察。21世纪的竞争主要是人才的竞争,中国加入WTO以后,中小型会计师事务所面临着巨大的机遇和挑战,要想在激烈的市场竞争中生存和发展,就必须从本企业的人力资源管理入手。目前,我国的中小型会计师事务所在快速发展的同时,基本存在的问题是:没有完善的人力资源管理体系,缺乏一套完整的人力资源管理战略,在人员招聘、任用、培训及考核评价中也缺乏科学的管理规章制度,使得这些中小型会计师事务所的人力资源得不到优化配置,单位内部出现人员流动率频繁、人才浪费严重的现象,人才的潜能不能充分的发挥出来,员工的忠诚度较缺乏,使得事务所内部管理处于一种无序混乱的状态。这些问题的出现都严重制约着中小型会计师事务所长期的进一步发展。因此,优化中小型会计师事务所人力资源的配置、改善人力资源管理的现状、充分调动事务所内部员工的积极性和潜能,是中小型事务所面临的重大挑战。本文试图在对以上因素考虑的基础之上,对江苏THDP会计师事务所及其人力资源管理的现状、存在的问题进行分析,并提出了自己的一些看法,从人力资源战略管理的角度出发,探讨如何使THDP会计师事务所摆脱现有的弊端,保持和提升其核心竞争力并实现可持续性发展。

【Abstract】 There are many Small-and Medium-sized Accounting Firm existing as one of the SME in our country. They play a more and more important role in the market economy, and active effect on the development of our national economy, providing free service and maintaining the growth of the economy just as the police. The fierce competition for talents will be the main in the 21st century. The SMAF are faced with huge opportunities and challenges after entering the WTO, and they must start from the human resources management in their enterprises if they want to keep their survival and development in the market competition. At present, with the rapid development of our SMAF, some basic problems exist. There are no thorough HR management system, no perfect strategy for the human resources management, no scientific management for the rules and regulations, when recruiting, staffing, training and examining the employees. Thus, it makes it impossible for a good optimal allocation of human resources and a dangerous phenomenon of high turnover rates and a waste of the talents in the units, making the employees can not express their potential fully and lack loyalty. All above makes the inner management of the units in a state of disorder and confusion. The appearance of these problems restricts the further development of the SMAF seriously. Therefore,optimizing the reasonable disposal of manpower, improving the condition of human resources management, and giving full play to the initiative and potential are the big challenge for the SMAF. On the basic of considering these factors, this text makes an analysis on the present station and the problems existing in the human resources management of THDP, and gives some opinions., that is, how to help THDP to get rid of its disadvantage and keep and promote the core competition and then achieve its sustainable development, proceeding from the angle of the human resources management.
