【摘要】 随着重大自然灾害发生次数的增加和损失程度的加重,自然灾害风险管理已经成为了一个世界性的紧迫课题。湖南省作为我国中部省份和粮食主产区,建立和完善自然灾害防御体系对于促进经济发展、保障粮食安全具有重要意义。本文立足全球各国的巨灾实际,首先从自然灾害法律法规体系、自然灾害管理机构、自然灾害管理模式等三个方面总结了国外自然灾害防御体系的基本情况;然后,分析了湖南省旱灾、洪涝灾害、冰寒灾害、冷冻冰雹灾害、农林生物灾害、地质灾害及其分布特征;并对湖南旱灾和洪涝灾害进行预测,接着,提出湖南自然灾害防御能力评价指标构建的基本框架,并用层次分析法建立评价指标体系及其权重,对湖南重大自然灾害防御能力进行评价;最后,提出构建湖南重大自然灾害防御体系,完善湖南重大自然灾害法律法规体系,完善湖南重大自然灾害管理机构设置,创新湖南重大自然灾害管理模式,优化湖南重大自然灾害预防机制,优化湖南重大自然灾害预警机制,优化湖南重大自然灾害应急救援机制,创新湖南重大自然灾害风险分散机制等政策建议。更多还原

【Abstract】 With the increase of major natural and man-made disasters and the aggravating of loss, the natural disaster risk management has become a pressing issue worldwide. As Hunan province is located in the middle of China and the main grain-produce zone, it is a great significance of establishing and improving the prevention system of natural disasters to promote economic developing as well as ensure grain security.This paper based on seriously disaster cases occurred worldwide. Firstly, the basic information regarding foreign natural disaster prevention system is summarized from three aspects of natural disaster legal and regulation system, natural disaster management agencies and natural disaster management mode. Secondly, main disasters and their distribution characteristic including the drought, floods, freezing cold disaster, frozen hail damage, agriculture & forestry biological disaster and geological disaster is analyzed. A prediction about the drought disaster and flood disaster in Hunan province is made. Then, the basic framework of Hunan’s natural disaster prevention capability evaluation index building is proposed. The evaluation index system and its weight are set based on AHP method. An evaluation regarding prevention capability of Hunan major disaster is made. At last ,builds major natural disasters prevention systems in Hunan: improves the legal and regulation system of major natural disasters in Hunan, improves management agencies setting of major natural disaster in Hunan, innovates management mode of major natural disasters in Hunan, optimize the prevention mechanism of major natural disaster, optimize the early warning mechanism of major natural disasters in Hunan, optimize emergency rescue mechanism of major natural disaster in Hunan, innovates risk diversification mechanism of major natural disasters in Hunan.更多还原
