【摘要】 农村土地流转,是我国土地流转的一部分,包括农村土地承包经营权流转和农村集体建设用地使用权流转。本文研究对象为农村土地承包经营权的流转。新时期的土地承包经营权流转,不仅是解决三农问题的根本途径,是发展现代农业的客观需求,而且与工业化和城镇化进程密切相关,相互促进。马克思主义者历来重视关于农村土地流转问题的研究,并取得了丰富的理论成果。“十一五”期间白城针对农村土地流转工作进行了大胆的探索,取得了一定的成绩,但也暴露出一些问题。比如农村土地流转不规范、服务体系建设滞后等问题日渐突出,严重阻碍农业增收以及农村经济进一步发展。如何对白城农村土地流转问题进行深入研究,打破农村经济发展瓶颈,已经成为摆在我们面前亟待解决的一个现实课题。如何从白城农村土地流转实际出发,充分借鉴省内外、国内外关于土地流转的成功经验,结合国家关于农村土地流转相关政策制定出切合实际的制度,以推进白城农村土地流转合理化发展,使研究白城农村土地流转问题显得尤为重要。本文通过对马克思主义关于农村土地流转基本理论、白城农村土地流转现状等内容的阐述,运用定性分析和定量分析相结合的方法,研究白城农村土地流转发展状况,从白城农村土地流转现状、形式、特点等方面进行具体阐述,剖析白城农村土地流转中的存在问题及其原因,在此基础上提出白城农村土地流转的对策和建议。更多还原

【Abstract】 The rural land circulation is a part of our country land circulation, including countryside land contracting right of management circulation and rural collective construction land right of use circulation. The object of this study is the rural land contracting right of management circulation. The land contracting right of management circulation is not only the basic way to solve three agricultural issues and the objective demand to develop the modern agriculture, but also closely related with the industrialization and the urbanization in new time. Marxists have always attached importance on the issue of the rural land circulation, and have obtained a wealth of theoretical results. Bold explorations were carried in view of the rural land circulation in Bai Cheng in "the Eleventh Five—Year—Plan" period, and made certain progress, but also exposed some problems. Such as unstandard rural land circulation, service system lagging behind other issues, which are becoming an obstacle to agricultural income and rural economic development. Therefore, conduct the deep research to the issue of the rural land circulation in Bai Cheng, which has become a realistic topic needed to be solved urgently. How actual to embark from the rural land circulation in Bai Cheng, profit from inside and outside province, domestic and foreign about the successful experience of land circulation, and develop practical systems about rural land circulation referring to the national policy to develop the rural land circulation in Bai Cheng reasonably, which makes studying the issues of the rural land circulation in Bai Cheng especially important. Based on the Marxism theory about the rural land circulation elementary theory and status of the rural land circulation in Bai Cheng, qualitative analysis and quantitative analysis methods are unified to study the development process of the rural land circulation in Bai Cheng. To analyze the development condition of the rural land circulation in Bai Cheng, the present status, form, features and other aspects of the rural land circulation in Bai Cheng are explained concretely, analyze the problems and causes in the rural land circulation in Bai Cheng, and put forward targeted countermeasure suggestion about the rural land circulation in Bai Cheng.更多还原
