【摘要】 养老保险制度是社会保障体系的支柱性制度安排,往往决定着一同社会保障体系的成败。近年来,宝鸡市积极贯彻落实科学发展观,从农村群众最直接、最现实、最迫切的养老需求出发,立足实际,着眼长远,创新思路,大胆实践,在全省率先实施农村社会养老保险制度,促进了农村家庭内部和邻里之间的和睦相处,也使农民个人得到了实惠,符合全面协调可持续发展的基本要求。但是,宝鸡市农村社会养老保险制度还存在一些问题需要进一步创新改进。为了更好地落实党中央、国务院关于“加快推进以改善民生为重点的社会建设,建立农村社会养老保险制度”的要求,本文从社会养老保险基本理论入手,对宝鸡市农村社会养老保险制度从筹资模式、统筹层次、养老待遇、参保范围、基金管理等方面进行了深入剖析,提出了存在的缺陷和问题,并从比较创新的角度分析了西方国家和我国发达地区农村社会养老保险制度的经验。在此基础上提出了宝鸡市农村社会养老保险制度创新的制度设计、原则、框架和运作路径,同时对宝鸡市农村社会养老保险制度创新提出了对策建议。本文的核心是宝鸡市农村社会养老保险制度创新的制度设计,即立足于“全覆盖、保基本、多层次、可持续”的理念,把当前的“简单型”统帐结合模式改造为“混合型”统帐结合模式。以此为支撑构建了新的农村社会养老保险制度框架,提出了相应的对策和建议。本论文在结构上共分为五章:第一章阐述了论文的研究背景、研究目的意义、思路和方法以及国内外研究现状。第二章主要阐述了本文所涉及的基本概念和农村社会养老保险制度创新的相关理论。第三章主要阐述了宝鸡市农村社会养老保险制度建设的基本情况,分析了取得的成效、特色和存在的主要缺陷。第四章对德、法、日等西方国家和国内发达地区农村社会养老保险制度及其对宝鸡市创新农村养老保险制度的启示与经验进行了分析。在此基础上提出了创新思路、原则、制度框架和运作路径。第五章提出了完善宝鸡市农村社会养老保险制度的政策建议,包括:建立农村社会养老保险制度长效机制;完善农村社会养老保险制的立法;最大限度实现养老基金保值增值;加大对特殊群体的保障力度;加强对养老保险基金的管理监督;建立高效的信息管理系统等。更多还原

【Abstract】 The old-age insurance system is a pillar in social security system and it usually decides the success or failure of the system. In recent years, Baoji city actively carries out the ideas of scientific outlook on development. The government starts from the most direct, practical and urgent need of aged people in rural areas and carries out the social old-age insurance system in countryside at first in Shaanxi province. The policy helps people to get along with each other friendly among the families and neighbors and it also lets the peasants profit much. It meets the general need of comprehensive, balanced and sustainable development. But, there are still some problems to innovate and improve in the social old-age insurance system in Baoji rural areas. To better fulfill the demand of the Party Central Committee and the State Council to speed up the social construction which focuses on improving people’s lives and to build the social old-age insurance system in rural areas, the essay begins with the basic theory of the social old-age insurance, analyses deeply from the the financing mode, the overall planning, the ole-age benefit, the attending scope and the funds administration. The author puts forward the defects and problems and analyses the experiences of the system both in Western countries and China from a new point of view, on which he puts forward the design, principle, frame and running ways of the system in Baoji and offers advices on innovation of it.The core of the essay is the innovation design for the social old-age insurrance system in Baoji rural areas. That is to say, to stick to the idea of the all standing, the basic guarantee, the multiple levels and the sustainability and to change the simple type of the currency accounting system to the mixed type. Based on the idea, a new system frame is built and corresponding ways and advices are offered. The essay contains five chapters.The first chapter represents the background, the aim and significance,the thinking ways and the present condition of the study.The 2nd chapter tells the basic concepts involved in the essay and some correponding theories of the system innovation.The 3rd chapter is about the basic system construction institution in Baoji and analyses the achievements, characteristics and the defects. The fourth chapter contains the old-age insurrance system in rural areas in German, France, Japanese and some other Western countries and in the developed areas in China and analyses its enlightenment and experiences on the system in Baoji. Based on it, new ideas, principles, system frame and running ways are offered.The fifth chapter tells some policy advices on perfecting the system in Baoji. For example, we may build a long-acting relevant system, improve the legislation, realize the maximum value mantainance and increment, increase the ensure force on special groups, enhance the administration and supervision on old-age insurance funds and build efficient information administration system, etc..更多还原
