泉州电业局员工培训开发研究

【摘要】 随着电力体制改革的不断深入,开放有序、公平竞争的电力市场机制正在逐步完善,如何在竞争和监管中立于不败之地,在不断改革调整中实现可持续发展,这是广大电力企业管理者必须深入思考的问题。而现实中,供电企业存在人员数量不足、素质不高、结构失衡等问题,在适当增加新员工数量的同时,必须加大员工培训培养力度,通过员工培训开发来提升人员素质,激发员工潜能,创造更高绩效。本文采用了文献研究、实证分析、理论与实践相结合等方法,通过文献研究,主要阐述了论文需要用到的职业发展通道理论、胜任素质模型理论、任职资格管理理论和激励理论,在借鉴学术界理论成果基础上提出自己的研究框架和理论依据。通过实证分析了泉州电业局员工培训开发存在的问题及产生的原因,结合供电企业实际,提出员工职业发展通道、任职资格标准、科目制培训课程体系,科目制学分管理培训模式以及培训、考核、待遇、晋升、发展一体化的人才成长机制等案例实践。通过对泉州电业局员工培训开发中存在问题及其对策的研究,一是奠定了员工培训开发体系的三个基础,包括多路径的员工职业发展通道建设,任职资格标准体系和基于任职资格标准的科目制培训课程体系建设。二是通过构建泉州电业局科目制学分管理培训模式,分别设计在职员工和新入职员工的培训案例,系统解决了泉州电业局员工培训开发中存在的突出问题。三是将培训过程、培训结果与员工个人绩效、薪酬激励、职位异动调整等紧密挂钩的机制,强化员工培训结果应用,不断提高员工绩效,最终达到推动企业战略目标实现的目的。鉴于供电企业的同质性,本文的研究成果对于电力系统企业员工培训开发具有很好的参考价值,可以作为行业研究的参考。本文从构建多路径员工职业发展通道、任职资格标准体系、科目制培训课程体系等三个基础来研究泉州电业局员工培训开发,从根本上解决了培训开发的源动力问题;参考高校学分管理的理念,提出科目制学分管理培训模式,对员工培训开发体系进行全面巩固和提升,可以系统解决目前泉州电业局员工培训开发体系中存在的问题,实现了理论到实践的落地;提出培训、考核、晋升、待遇、发展一体化的人才成长机制,将培训学分与晋升、职业资格、薪酬待遇、职业发展等挂钩,是培训开发成果应用的创新手段。

【Abstract】 With the deepening of electric power system reform, the open、orderly、fair、and competitive electric power market is growing perfect. The administrators of electric power enterprises should consider how to win in the competition and supervise and how to develop in the reform and adjustment. In the reality, there are some problems in the power supply enterprise, such as less workers, low competences and unbalance structures and so on. Therefore, more employees and training are required. Through training, employees can improve their competences, and create higher performance.This paper adopts literature research, example analysis and theory and practice. It explains vocational development channel theory, competence model theory, employment qualification administrative theory and stimulant theory. In the base of academe theory achievement, The author brings forward research frame and theory .Through example analysis, the author explains the problem that employees training development exists in Quanzhou Electric Power Bureau, and puts forward employees vocational development channel、qualification standard、subject training course system、subject credit hour management training model and training、assessment、treatment、promotion、development integration.Through employees training development exists the problem and its research in Quanzhou Electric Power Bureau, the author establishes three bases of employees training development system, including multi-path employee vocational development channel building、employment qualification standard system and subject training course system building. Secondly, through building subject score management training model in Quanzhou Electric Power Bureau, the author settles the problem that employees training research exists. Thirdly, the author combines training course、training results with employees performance、salary promotion、employment dissimilation adjustment ,which can strength employees training results application, improve employee performance. As a result, they can help enterprises achieve tactic goal. Because electric power is similar with the supply power, the research results can use in them, at the same time, they are used as reference of industry research.This paper researches the employee training development in Quanzhou Electric Power Bureau through building multi-channel employees vocational development、employment qualification standard system、subject training course system, and it also puts forward subject system score management training model base on the concept of higher vocational score management. At last, it can settle the problem that exists in Quanzhou Electric Power Bureau employee training development system, and help the theory changed into practice. This paper also advances the integrative talented growing system of training、assessment、promotion、salary and development, and combines training score、promotion、vocational qualification、salary with vocational development, which the creative way of training development achievement application.
