【摘要】 对于我国政府来说,构建碳金融体系是应对气候变化的必然选择。碳金融是伴随温室气体减排而出现的,泛指碳交易、服务于温室气体减排的各种投融资活动以及其他相关的经济活动。在现有的碳金融模式中,都是以碳交易作为碳金融体系的核心,其他的经济活动都是围绕碳交易展开。在实践活动中,与低碳减排相关的投融资活动,多是利用市场交易机制来分散投资风险、获取投资收益。碳交易活动通过交易活动产生的价格引导作用,对社会上的减排资源进行合理配置、引导经济低碳发展。实践证明,这种减排方式是有效的。因此构建碳金融体系,关键在于建立一个合适的碳交易体系。只有这样才能充分发挥市场在温室气体减排过程中的作用,降低减排成本、实现经济的低碳清洁发展。作为一种经济活动,碳金融的本质仍然是为了满足资本逐利性。这种逐利性的实现,离不开市场的交易活动。只有通过交易,减排活动才会为投资者带来利润。因此可以这样说,碳交易是构成碳金融活动存在的关键。所以中国的碳金融体系,也应该以碳交易体系为核心,以其他相关经济活动为辅。通过完善的碳交易市场,来降低减排过程中的不确定性风险、增加资金的流动性,充分发挥市场机制的引导作用。所以构建中国碳金融体系,从某种角度来说,也是构建中国的碳交易体系。本文通过对中国经济特征进行研究,结合国外碳金融体系的经验,试图构建一个符合中国国情的碳交易体系。文章首先采用了比较分析法,对国际上比较著名的碳交易体系进行研究,总结成功经验和不足之处。然后根据产业经济理论,对当前中国的经济结构进行了分析。通过对现阶段中国的经济社会发展特征的研究,分析中国的温室气体排放特征,对制约减排的各种关键性因素进行了总结。最后对中国现在的碳金融活动现状进行了分析和总结,然后参考国际碳交易体系的成功经验,试图建立一个与中国经济发展相适应的碳金融体系。更多还原

【Abstract】 It is necessary, for the government of China,to construct the system of carbon finance to answer the the climaticissues. The carbon finance issues from the emission of the greenhouse gas, including all the financial activities which serves for the reduction of greenhouse gas emission, and other related financial system. In the exciting modes of carbon finance, the system of carbon trading is the center of carbon finance. Other carbon financial activities provide services for it. These activities dispersive risk and obtain gains through the market of carbon trading in practice. And through the price mechanism, the market leads the economics to development in a low-carbon way. It has been proved that the way of the reduction of emission is effective in practice. So it is the key for the system of carbon finance to build a proper carbon trading system. Only in this way,can the market mechanism play the full roles in the reduction of the green gas emission, to reduce emissions cost and make the society develop in a clean and sustainable way.The ultimate objective of the activities of carbon finance is to meet the purpose of capital, which is pursuit of profits.The market mechanism is necessary for achieving this goal. Only through trading, can the investors get profits from the reduction activities. The system of carbon trading is the critical factor of carbon financial activities. So the system of carbon trading should be the core of the carbon financial system in China. And the financial activities play the auxiliary function in the system. Through the carbon market mechanism, the uncertainty risk in the process of reduction can be declined, the liquidity is increased. The price mechanism can play full role in guiding. So the consructing of the carbon financial system in China equivalents to the carbon trading system.Based on the study of characteristics of Chinese economy, combined with the experience of foreign carbon financial system, i try to build a carbon trading system, which is suitable for China. In this paper i use the method of multiple comparisons to analysis the famous carbon trading systems, and summarize the successful experience and deficiencies. Then according to the industrial economy theory, i analysis the current economic structure in China. Based on the characteristics of the current Chinese economy and society, i analysis the feature of the greenhouse gas emission and the crucial factors,which the emission reduction. Finally, based on the national conditions in China and reference the successful experiences of international carbon trading systems, i try to establish a carbon financial system which is adoption for Chinese economy in this paper.更多还原
