【摘要】 随着我国城镇化进程的不断推进,农村人口向城市集聚、城市工业向农村转移已成为不成阻挡的趋势。同时,自然小农经济条件下村农土地的粗放使用为城市化提供了巨大的土地利用空间,然而受土地所有权制度、使用权制度等因素的影响,如何合理合法地使用农村土地,给力城市化,成为摆在各级政府前面的难题。近年来,嘉兴市以被浙江省列为统筹城乡发展改革试验区为契机,开展了以“两分两换”(即按照宅基地与承包地分开、搬迁与土地流转分开的总体思路,全面推进“以承包地换股、换租、增保障,以宅基地换钱、换房、换地方”)为核心的土地利用制度改革,初步探索出了一条适合嘉兴发展的宅基地置换道路。为了解当前嘉兴目前的宅基地置换效益,本文结合利用实践中已有的较为丰富的素材,综合运用文献研究法、比较分析法、实证分析法、综合分析法等方法,建立宅基地置换效益评价体系及影响因素分析模型,并从实际操作入手结合对嘉兴市宅基地置换工作的阶段性分析,剖析其效益指标存在差距的原因,提出相关的对策建议,为宅基地置换工作提供了有益的参考。全文按照“构建效益评价体系-实证分析研究-实证对策研究”的思路对嘉兴市宅基地置换效益进行了探索性研究。本文共包括六章:第一章阐述了本文研究背景、意义及国内外研究现状,研究内容和方法;第二章阐述宅基地置换工作的内涵、效益指标(包括经济效益、社会效益和生态效益)及评价方法;第三章构建和检验宅基地置换效益影响因素分析模型,得出宅基地置换效益的影响因素主要包括区位环境、经济水平、社会水平、政府角色,其中政府角色因素的能动性最强;第四章结合相关素材对嘉兴市宅基地置换进行效益评价,并运用第三章的分析模型对其效益影响因素进行分析,找出目前嘉兴宅基地置换效益存在差距的原因;第五章,结合第四章的分析,提出深入推进嘉兴宅基地置换工作的对策建议;第六章,总结全文的研究结论,指出本文研究的局限性及未来的研究方向。更多还原

【Abstract】 With the rapid development of urbanization, people in rural area flow to cities. Urban industry transfer to rural area has become an irresistible trend. The extensive use of rural land under natural peasant economy supplies a huge land use of space for urbanization. However, influenced by such factors as land ownership system and usage system, how to use the rural land in a legitimate way becomes a tough problem in front of the government.In recent years, Jiaxing became a testing place for urban and rural development in Zhejiang province. We seize this opportunity and carry out a new land use system reformation which called“two separations and two changes”. Two separations means the separation of homestead land and contracted land, moving homes and moving lands. Two changes means changing the contracted land to stock, to rent and to security, changing the homestead land to money, to house and to space. Gradually we explored a suitable way of development of homestead land replacement for Jiaxing city. In order to see the homestead replacement efficiency in current Jiaxing, this thesis used rich fodder in practice and the integrated use of documentary research, comparative analysis ,empirical analysis, comprehensive analysis and other methods to establish homestead replacement efficiency evaluation system and the influence factor analysis model, and starting from the actual operation based on staggered analysis of homestead replacement work of jiaxing, explores the reason of its efficiency difference and puts forward related suggestions and countermeasures. These are really beneficial reference for the homestead replacement work.This thesis is doing an explorative research of homestead replacement work of jiaxing according to the thinking of "build full benefit evaluation system - empirical analysis research - empirical countermeasures study”. This thesis includes six chapters. The first chapter expounds the research background, significance, paper reviewed, research contents and methods. The second chapter elaborated the connotation, homestead replacement work efficiency index (including economic benefit, social benefit and ecological benefit) and evaluation methods. The third chapter constructed and inspected homestead replacement efficiency analysis model, drawing the influence factors of homestead replacement efficiency mainly includes location environment, economic level, social level and the government role, and the government initiatives are the strongest. Then put forward the related inspiration policy for homestead replacement work. The fourth chapter in conjunction with the relevant material efficiency evaluation on homestead replacement of jiaxing, and use the analysis model in third chapter to find out the reason of difference. Chapter 5, combined with the fourth chapter analysis, proposed further suggestions and countermeasures of Jiaxing’s homestead replacement work. The sixth chapter concluded the whole thesis and pointed out this thesis’s limitations and future research direction.更多还原
